FEDBIZOPPS.GOV ANNOUNCEMENT: SPECIAL NOTICE CLASSIFICATION CODE: 66 SUBJECT: Upgrades of InfoVista Planet software SOLICITATION NUMBER: NB673000-19-02164 CONTACT POINTS: BRIAN JAMIESON, Contracts Specialist (301) 975-8276; TODD HILL, Contracting Officer (301) 975-8802 DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with InfoVista Corp., 20405 Exchange St., Ashburn, VA 20147. The items to be acquired will complement and coexist with existing software modules already deployed in the NIST Wireless Networks Division (WND). This includes licenses for Universal Model (UM) propagation model previously purchased, geodata for the entire United States, and custom plugins developed by WND. The new items must be able to seamlessly integrate with existing hardware and software development tools. For this reason, only InfoVista components are acceptable. ***** Sole source determination is based on the fact that WND has been using the software for several years. Using a different tool from another vendor will not be compatible with other modules and licenses previously purchased (e.g. Universal Model propagation model), and extensions developed by WND. *****The North American Industry Classification System (NAICS) code for this acquisition is 511210- Software Publishers with a small business size standard of $38.5 million. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Brian Jamieson at Brian.Jamieson@nist.gov. All responses to this notice of intent must be submitted so that they are received at Brian.Jamieson@nist.gov no later than July 8, 2019 at 10:00 AM Eastern Time.
