This is a combined synopsis solicitation conducted under FAR 12.6 and 13.5 and procedures from FAR 15 will not be used. This synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2021-06 (effective 07/12/2021). The National Institute of Standards and Technology (NIST)’s Material Measurement Lab requires a Rotating Bending Fatigue (RBF) Machine. With this RBF equipment, NIST hopes to accomplish the standardization of RBF to benefit US industry. This will be accomplished through rigorous testing of the RBF technique across multiple material systems and manufacturing techniques to develop critical correlations between RBF and axial fatigue data per the attached Combined Synopsis/Solicitation.
