This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is being issued using Simplified Acquisition Procedures under the authority of FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items. This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01 effective 01/22/2019. The associated North American Industrial Classification System (NAICS) code for this procurement is 325199 with a small business size standard of 1,250 employees. The non-manufacturer rule is waived for this procurement. This acquisition is being procured 100% set aside for small business. The Mass Spectrometry Data Center (MSDC) at the National Institute of Standards and Technology (NIST), Material Measurement Laboratory (MML) Biomolecular Measurement Division (BMD) is responsible for the development of the NIST, National Institute of Health (NIH), and Environmental Protection Agency (EPA), Mass Spectral Library and Tandem Mass Spectral Database. To carry out this mission, the MSDC has a need to acquire chemicals of organic compounds and various other types of chemicals, including hazardous, industrial and environmental chemicals, pesticides, regular drugs and drugs of abuse and their metabolites, metabolites, poisons, synthetic chemicals.
