Notice of Intent to Sole Source Agency Name: National Institute of Standards and Technology (NIST) Acquisition ID: NB644030-25-01693 Date: 8 August 2025 Description: The National Institute of Standards and Technology (NIST) intends to award a sole-source contract to DRS Daylight Solutions of San Diego CA, for an extended warranty for an IR Microscope Super Resolution Microscope. The Biosystems and Biomaterials Division of the National Institute of Standards & Technology (NIST) has a project involving development of a new method for mid-IR microscopy of biological samples. This new technique requires a mid-infrared (mid-IR) microscope based on a quantum cascade laser (QCL) for high sensitivity. This new technique directly supports the National Institute of Standards and Technology’s (NIST) mission to advance measurement science to provide unprecedented information about the higher order structure of biomolecules and stability of biopharmaceutical products; to accelerate competitiveness of biosciences and health; and to assist academic, industrial and regulatory stake holders. To support this mission, it utilizes a microscope system: Spero-QT-STD S/N 5185. Justification: This sole-source procurement is justified under FAR 6.302-1, as DRS Daylight Solutions is the only responsible source capable of providing the extended warranty for the IR Microscope as the original equipment manufacturer (OEM) and the sole entity authorized to service the system. DRS Daylight Solutions has provided documentation stating they are the only provider for extended warranty to the system and they do not have any third-party vendors.
