NIST has a need for two Whole Body Radiation Contamination Monitors that meets or exceeds the following draft minimum specifications: The National Institute of Standards and Technology (NIST) NIST Center for Neutron Research (NCNR) has a requirement for two whole body radiation contamination monitors. Persons leaving specific areas of the NCNR need to be monitored for radioactive material. This can be performed by using whole body contamination monitors at the facility exits and requiring persons to use these when leaving the area. The NCNR currently has 3 of these whole body contamination monitors, two of which are more than 15 years old. This purchase is to replace two of the older monitors. Line Item: Whole Body Radiation Contamination Monitors Description: two (2) whole body radiation contamination monitors and two (2) software program with computers to the NCNR. Quantity: 2 Whole body contamination monitor: The personnel contamination monitor (PCM) shall be a microcomputer based, stand-and-count mode contamination monitor. The PCM shall be able to detect the presence of alpha and beta emitting radioactive contamination. The whole-body count shall be accomplished in a two-step process whereby the user first positions himself to count 1/2 the body surfaces, then upon completion of this first count, the user repositions their self to count the remaining 1/2 of the body surfaces. As a minimum, the following areas shall be monitored in the two step count: head, face, bottom of feet, upper and lower arms, hands, upper trunk, lower trunk, sides of the body, thighs, and calves. The unit also need to include a frisking probe as part of the unit with audible and visual alarming capabilities for checking tools, equipment, wheels on carts, and other items. The PCM shall automatically sense the presence of the user and start the counting sequence. The unit shall incorporate sensors/switches to ensure the user is in the correct monitoring position to optimize detection geometry. Manual buttons or switches that must be pushed by the user will not satisfy this requirement. At a minimum hand and foot position sensors are required. The PCM requires the use of body position sensors. The instrument shall incorporate a voice option to step personnel through the counting process. At a minimum this must help the user obtain the correct counting position, inform the user that the count has been completed, and inform the user whether they are clean or contaminated. If the subject is contaminated, the instrument shall also provide a visual indication showing which detector(s) has alarmed. The PCM shall also allow for an optional automatic hard copy printout when the count indicates contamination indicating the output count rates and detector(s) that alarmed. The detectors for the PCM shall be gasless thin plastic scintillators used for alpha and beta detection. The detectors shall be protected by a steel mesh screen that is at least 75% open. There shall be a minimum of 20 detectors. In addition to these detectors, the whole body PCM shall have a separate detection system designed for gamma radiation. The 4-? detector efficiency, with protective screen in place, shall be greater than or equal to 10% for Pu-239 (alpha) and greater than or equal to 20% for Cl-36 (beta) for the hand or body detectors. The 4-? detector efficiency for the units with the gamma detection system shall be greater than or equal to 15% for Co-60. The PCMs shall be able to detect 5000 dpm beta radiation in a 20 uR/hr background field in less than 12 seconds. Physical Specifications: The unit shall be operational with ambient temperature in the range of 50F to 100F. The unit shall be operational with an ambient relative humidity range of 10 to 85 percent. The unit shall be operable with a nominal power supply of 110-120 VAC, 60 Hz, The unit shall be equipped with a power line noise suppressor and surge protector. The unit shall be equipped with a power line noise suppressor and surge protector. With the rear of the unit against a straight wall, it shall be possible to open any access panels to interior components without requiring movement of the unit, and it shall be possible to perform any routine, preventive or normal corrective maintenance without requiring movement of the unit. Software: Must be able to connect to the personnel contamination monitors provided in this contract via an internet connection. Must be viewable through the internet by at least two individuals at once. Must be able to connect to at least 15 devices. Must be able to alert anyone via text message, email, and someone connected to the software program of an alarm or a failure on any of the connected devices. Must be able to change settings for the connected devices such as the alarm set points. Must be able to view logs for the connected devices such as the background reading for individual detectors. Must be able to view the current status of the instrument such as the background reading, the efficiency, and any errors for each detector of the contamination monitors. Must be able to view logs of alarms, errors, and other instrument values. Must be able to view real time instrument data. The computer must be at least Windows 10 with a 2TB hard drive and 32 GB of memory. HOW TO RESPOND TO THIS NOTICE In responding to this notice, please DO NOT PROVIDE PROPRIETARY INFORMATION.
