THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-03, effective July 12, 2019. The associated North American Industrial Classification System (NAICS) code for this procurement is 519130 Internet Publishing and Broadcasting and Web Search Portals. The small business size standard is 500 employees. This acquisition is not set aside for small businesses. Simplified acquisition procedures will be utilized. Background Information: The National Institute of Standards and Technology (NIST), Manufacturing Extension Partnership (MEP), located in Gaithersburg, MD performs general analysis of economic conditions by region by specific manufacturing industry and or sector as requested by NIST leadership, DOC leadership and/or Congress. As such, requests often require quick turnaround. MEP requires five (5) licenses to access an online subscription service that provides updated content i.e., news and analysis on the impact of government legislation, regulation and spending which will be used to understand the issues and programs that impact U.S. manufacturers. Access shall include a comprehensive online service that collects data, provides high-end analysis and analytic tools and delivers reporting from a variety of news outlets. The subscription service shall also include legislative coverage, briefings and analysis as well as appropriations coverage, and congressional transcripts. APPLICABLE ATTACHMENTS: Attached to this solicitation is the following: • Attachment II - Applicable Provisions and Clauses, 13 pages • Attachment III - Specifications Sheet, 1 page 1352.215-73 INQUIRIES (APR 2010): Offerors must submit all questions concerning this solicitation in writing electronically to rene.edwards@nist.gov. Questions must be received no later than 5 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision). Option Year 1 CLIN 1001: Five (5) Licenses to access an online subscription service in accordance with the attached Specifications, 1 page. Option Year 2 CLIN 2001: Five (5) Licenses to access an online subscription service in accordance with the attached Specifications, 1 page. Option Year 3 CLIN 3001: Five (5) Licenses to access an online subscription service in accordance with the attached Specifications, 1 page. Option Year 4 CLIN 4001: Five (5) Licenses to access an online subscription service in accordance with the attached Specifications, 1 page. REQUIRED SUBMISSIONS All offerors shall submit the following: 1. For the purpose of evaluation of Technical Capability: Please see - Evaluation Criteria and Basis of Award 2. For the purpose of evaluation of price: Please see - Evaluation Criteria and Basis of Award 3. This is a combined synopsis/solicitation for five (5) licenses to access an online subscription service. The Government intends to award one (1) firm fixed price contract as a result of this combined synopsis/solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: a. The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR b. The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:..." Offeror shall list exception(s) and rationale for the exception(s) Please note that this procurement IS NOT being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a proposal based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant contract, not the terms and conditions of the offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation. 4. The DUNS # for the offeror's active System for Award Management (SAM) registration. Offerors shall have an active registration at www.SAM.Gov to be considered for award. DUE DATE FOR QUOTATIONS E-mail quotes are required. All quotes must be submitted, via e-mail, to Rene D. Edwards, Contract Specialist at rene.edwards@nist.gov. Facsimile quotations will NOT be accepted. Submission must be received not later than 10:00 a.m. Eastern Time on Thursday August 1st, 2019. An e-mail quote shall be considered received when it is received in Rene Edwards' electronic inbox. EVALUATION CRITERIA AND BASIS FOR AWARD The Government intends to award one (1) firm fixed price contract with a base period and four (4) consecutive option periods resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, is the lowest price technically acceptable (LPTA) meeting or exceeding the acceptability standards of the non-cost factors stated below; Factor 1 - Past performance; Government will consider information provided by the offeror and/or other sources i.e., Contracting Officer's knowledge of and previous experience with the service and/or The Governmentwide Past Performance Information Retrieval System (PPIRS). Factor 2 - Technical capability; Capability of service offered to meet agency need. Factor 3 - Price; Price will be evaluated for reasonableness.
