The National Institute of Stand and Technology (NIST) intends to negotiate solely with Hensel Phelps Construction Company (HPCC), 420 Sixth Avenue, Greely, CO 80631, under the authority of 41 U.S.C. 3304(a)(1) as set forth in Federal Acquisition Regulation (FAR) Subsection 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements to provide services related to the facilities maintenance functions of the day-to-day operation and maintenance of the Radiation Research Facility, Bldg. 245. This award will be Base Year and Three (3) option years. The estimated value for the base year is $2,314,800.00. The total estimated value with base and option years is $21,219,051.00 HPCC is the design build contractor for the Modernization of Radiation Research Facility, Bldg. 245. under a contract awarded by NIST in September 2016. While transitioning from the construction phase to stabilized operations and maintenance of the Radiation Research Facility, NIST will continue to need contractor support, including warranty and facility stabilization support services. As the design build contractor, HPCC has inherent knowledge of the building systems and specialized equipment within the Radiation Research Facility. This knowledge is vital to ensure a seamless transition to stabilized operations and maintenance, as well as minimizing potential risks to the mission critical operations of the data center. NIST require the following services under the contract: operation of all air-conditioning and heating equipment, building computer systems (such as fire, lights, heating, ventilation, and air conditioning), daily operational tours, service calls, preventive maintenance, and repairs associated with the mechanical operation of the facility, including warranty and facility stabilization support services No other vendor has the ability to provide the required level of support without the possibility of a lapse in service to the Agency. There are no other contractual vehicles currently available within the Agency to provide the required support in a timely manner. NIST has concluded that no source other than HPCC can satisfy NIST’s needs. The North American Industry Classification System (NAICS) code is 238220 and the size standard is $14.0 million. NIST anticipates award of one Firm Fixed Price Contract for a base period of one year, and a one-year option period, if exercised. This notice is for informational purposes only.
