Background: The NIST Computing Infrastructure Division at the National Institute of standards and Technology (NIST) supports a number of commercial scientific and mathematical computing software products that are centrally managed by the Office of Information Systems Management (OISM). This is a Sources Sought Notice ONLY. Requests for copies of a solicitation will not receive a response. This Notice is for planning purposes only and is not a Request for Proposal or Request for Quotation or an obligation on the part of the NIST for conducting a follow-on acquisition. NIST does not intend to award a contract on the basis of this Notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST use of such information. NIST recognizes that proprietary components, interfaces and equipment, and clearly mark restricted or proprietary components, interfaces and equipment, and clearly mark restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. In the absence of such identification, NIST will assume to have unlimited rights to all technical data in the information paper. Requirements: NIST is seeking information on small business concerns that are capable of providing the software detailed herein. See the incorporated Summary of Requirements for details. Summary of Requirements: NIST seeks information on commercial vendors that are capable of providing a data acquisition software that has the combination of a graphical programming environment with instrument communication, high level data analysis including matrix math, 3D display capability, and direct compatibility with MATHLAB m-script, allowing unlimited access to the software for multiple operating system platforms. The primary goal of this sources sought notice is to find vendors that can provide a Software application that meet the following requirements: To provide a fully developed graphical programming interface that allows users with no experience in text-based programming languages to quickly develop instrument control systems. Provide unlimited number of named user and/or computer-based licenses. Provide custom suite lease with the Enterprise Program option. Provide NIST the right to use the technology at the beginning of the performance cycle, including license registration and product key as necessary. Provide technical support during the performance period. Provide upgrades and enhancements/fixes during the performance period. Compatible with existing MATLAB m-script and modules such as VISION capture and analysis, MS Office Report generation tools, PID control, digital filter design, and an executable compiler that allows unlimited non-fee code distribution, that are essential components used across NIST laboratory automation programs. Provide VLM as the License Management Tool In addition to the software application services described above, NIST also seeks training available to NIST staff regarding the proposed methodology and associated software solutions. After results of this market research are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a purchase order or task order. If at least two qualified small businesses are identified during this market research stage, then any resulting competitive procurement would be conducted as a small business set-aside. The report should include relevant information to your capabilities including the following: Name of company(ies), their addresses, and a point of contact for the company (name, phone number, fax number and email address) that provide the services for which specifications are provided. Indication if the company(ies) are small business and social economic category(ies). Indication of whether the services required are currently on one or more GSA Schedule (i.e. Multiple Award Schedules [MAS]) contracts and, if so, the GSA MAS contract number(s). Indication if the company(ies) can provide all, or some, of the services. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
