This Notice is for planning purposes only and is not a Request for Proposal or Request for Quotation or an obligation on the part of the NIST for conducting a follow-on acquisition. NIST does not intend to award a contract based on this Notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST use of such information. NIST recognizes proprietary components, interfaces and equipment, and clearly marked restricted or proprietary components, interfaces and equipment, and data included as an addendum to the non-restricted/non-proprietary information. In the absence of such identification, NIST will assume to have unlimited rights to all technical data in the information paper. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. The U. S. Department of Commerce, National Institute of Standards and Technology (NIST) has a campus located in Gaithersburg, MD. The Gaithersburg, MD campus is approximately 578 acres, constructed in the 1960’s, that is a secure federal facility, closed to the public, that consists of multiple buildings with a perimeter fence. The campus has a Lenel OnGuard Physical Access Control System (PACS) with approximately 600 card readers and various auxiliary alarm points that was installed in 2003. The campus has a Milestone Video Management System (VMS) with 200 cameras that are IP based. Both systems are operating on a separate, isolated security network on Cisco routers and switches placed throughout the buildings on campus. NIST’s Office of Information Systems Management (OISM) performs the Security Assessment & Authorization (SA&A) internally and the Security Systems Access Control Group performs all necessary Plan of Action & Milestone (POA&M) remediation. The NIST Emergency Services Office (ESO) manages and maintains all aspects of the security system. The system consists of the Security Network, Physical Access Control System (PACS) and Video Management Systems (VMS). This is an accredited information technology system certified to operate on site. The database contains Privacy Act information, as well as controls for the protection of high value assets and classified material located on site. The objective of this procurement is to establish an indefinite delivery/ indefinite qty (IDIQ) contract to support the current and future needs of the Security Systems and Access Controls Group within the Emergency Services Office. This IDIQ would provide flexibility in the maintenance and other support contracts for the Physical Access Control System (PACS), Video Management System (VMS), Key Management System (KMS), among other primary and secondary systems used on campus. SPECIFIC TASK****SEE ATTACHED STATEMENT OF WORK**** NIST is seeking responses from all responsible small business sources associated with the applicable NAICS code, 561621- Security alarm systems sales combined with installation, repair, or monitoring services, standard size $25M. Please include company’s size classification and socio-economic status in any response to this notice. Companies able to provide such services are requested to email a detailed response describing their abilities to yolanda.mccray@nist.gov no later than the response date for this source. The report should include any information relevant to your capabilities and the following: Name of company/companies that are authorized provide services, their addresses, and a point of contact for the company (name, phone number, fax number and email address). Number of days, after receipt of order that is typical for delivery of services. Indication of whether the services are currently on one or more GSA Federal Supply Schedule contract or any other government-wide contracts. If so, please provide the applicable contract number(s). Indication of whether the services proposed is a commercial item currently offered in the marketplace. Any other relevant information that is not listed above which the Government should consider in developing its minimum performance requirements.
