The National Institute of Standards and Technology (NIST), Security Systems and Access Controls Group located in Gaithersburg, MD is responsible for providing IT support and hardware to the Department of Commerce Police Services Group (PSG). PSG uses a software platform called Report Exec manufactured solely by Omnigo Software Inc. located in Saint Louis, MO. Currently, NIST requires a renewal of the license and technical support. Justification: The proposed award is being issued in accordance with FAR Part 13.106 under simplified acquisition procedures and conducted under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. NIST currently has a license and uses the software for cataloging, recording, recalling security, and police related campus events in support of officer functions and auditing. It is critical to renew this software because it houses all related data from 2012 until now and is in use 24/7 by officers and dispatchers. The associated North American Industry Classification System (NAICS) Code is 511210; small business size standard is 38.5 million. THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES However, it is a market research tool being used to determine the availability and adequacy of potential sources. A determination by the Government not to compete this requirement based on responses to this notice is solely at the discretion of the Government. Interested offerors who believe they can provide the aforementioned item are invited to submit substantiating documentation in writing. The government will consider all responsible sources received by the due date. Written responses must contain sufficient documentation to establish a bona-fide capability to fulfill the requirement. If no written responses are received, a purchase order will be issued without further notice.
