This notice is for market research and planning purpose only and does not obligate the Government to any contractual agreement. This is not a request for proposal. The Government does not intend to award a contract on the basis of responses, nor otherwise pay for the preparation of any information submitted, nor will respondents be notified of the review of the information received. The focus of this Sources Sought Notice is to identify capabilities in the market places and resources to support this requirement. The information obtained from this Request for Information (RFI) will be utilized as market research for consideration in development of the Acquisition Strategy and Acquisition Plan for this requirement. The Government will not reimburse interested sources for any costs incurred in preparation of a response to this notice. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. NIST researchers require access to Mathematical Reviews (MR), an online publication of the American Mathematical Society (AMS) that combines a powerful search functionality with the authority of a team of trained mathematicians, editors and over 19,000 active reviewers to provide timely information on peer-reviewed articles and books. MathSciNet is the electronic version of MR, which presents a fully searchable database with many tools designed to help navigate the mathematical sciences literature. MathSciNet includes expert reviews, disambiguated author profiles, and citation information on articles, books, journals, and authors. A. Requirements 1. Provide web-based access subscription to AMS-published, Mathematical Reviews database (MathSciNet). 2. MathSciNet shall: a. Be a fully searchable database of reviews, abstracts and bibliographic information for much of the mathematical sciences literature containing over 3.6 million items and over 2.3 million direct links to original articles. b. Provide bibliographic data from retrodigitized articles that dates back to 1864. c. Provide reference lists that are collected and matched internally from approximately 650 journals, and citation data for journals, authors, articles and reviews. d. Provide a web of citations that allows users to track the history and influence of research publications in the mathematical sciences. e. Enable NIST mathematicians and statisticians to sort subject category data by clearly defined fields, such as total cites, author, publications, journals, author citations, journal citations, collaboration distance, current journals and current publications f. Enable users to log in and create email alerts that will send them any new results for queries that they create. This will allow users to be notified when, for example, an author's citations count changes, or a new issue is added to a journal. g. The ability to search the database by DOI. A digital object identifier (DOI) is a unique alphanumeric string assigned by a registration agency (the International DOI Foundation) to identify content and provide a persistent link to its location on the Internet. 3. Provide 24/7 electronic access to MathSciNet 4. Externally hosted database with IP authentication B. Period of Performance The period of performance shall be January 1, 2020 to December 31, 2020. C. Delivery All content shall be accessed via the web. Internet connectivity shall make the content available to users via IP authentication. The NIST IP addresses will be provided upon award. The statement of capabilities shall include: 1. Company Name, Address, CAGE Code, DUNS and Company Website URL. 2.Point of Contact Name, E-mail, Telephone numbers, 3. Business Size (Including NAICS code), Special Size Sub-Category and Type of Ownership for the Company. 4. Tailored information describing company capabilities, resources, experience, and product lines that demonstrate an ability to meet the requirements of Sections A, B and C.
