The purpose of this announcement is to inform perspective offerors of the upcoming solicitation to be issued no later than June 17, 2019. This procurement is Full and Open Competition. The Government intends to conduct this acquisition in accordance with the provisions set forth in the Request for Qualifications (RFQ), Federal Acquisition Regulation (FAR), 36.303-1. In Phase I of this procurement, offerors will be required to submit a written technical proposal addressing evaluation factors. Appropriate evaluation factors have been developed. Each of these evaluation factors are listed in their relative order of importance. Offerors will be evaluated based on their demonstrated experienced as required. If Offeror is a team or joint venture of multiple companies, the Evaluation Panel will consider the experience of each member of the team or joint venture in light of their role in the proposed team or joint venture. Qualifications shall not include any cost or price information. Technical designs, prices/costs, or detailed technical illustrations are not required or requested and will not be evaluated. Design Build Contract Phase I – Prequalification and down selection of potential contractors. This process is anticipated to begin in July 2019. Phase I Pre-Qualification Factor 1: Bonding Capacity (Pass/Fail) Factor 2: Technical Approach (not including detailed design or technical information) Factor 3: Technical Qualifications Factor 4: Construction Safety Factor 5: Past Performance Design Build Contract Phase II – The process to procure Design Build services will begin in October 2019. The Request for Proposal will be issued to the qualified contractors predetermined in Phase I. The contract will include the design of the entire facility and the construction of the wet lab and seawater siphon system. It is anticipated that the NEPA requirement will be completed by this time.
