PROJECT DESCRIPTION (Updated) The government seeks an architect and design team for approximately 21,000 gross square feet (GSF) of new construction at the Northwest Fisheries Science Center (NWFSC) Manchester Research Campus. The campus is located on 22 acres at 7305 Beach Drive, Port Orchard, WA 98366. Design of the following spaces will be required within the existing campus: Hatchery and fish rearing (~10,400 GSF) Laboratory (~6,500 GSF) Office, administrative and storage (~4,000 GSF) The NWFSC is a marine research organization under the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS). NMFS is responsible for providing cutting-edge and vital science in support of the US economy and sustainable management of fisheries resources in marine ecosystems. NMFS facilities must have the technical rigor to support these operations and the design excellence to recruit and maintain world-class talent. This project has a defined cost limit for construction. NOAA intends to engage a General Contractor to provide early involvement during design to provide cost estimating and constructability support. It is incumbent upon the designer to work with the contractor and facilitate an interactive review process with the goal of maximizing building efficiency, quality and cost. The anticipated period of performance is 7/25/2023 - 8/1/2025. PROJECT DESCRIPTION The Northwest Fisheries Science Center (NWFSC) is a marine research organization owned and operated by the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS). The Manchester Research Station is located on 22 acres land at 7305 Beach Drive, Port Orchard, WA 98366. The campus has 21 major buildings structures. Some of the buildings were built in 1944, with the latest structure built in 2014. These buildings range from a simple 120 Square Foot (SF) storage shed to a 9,300 SF 2-story stick built structure to a 15,000 SF fish tank butler style structure. The total square footage of all buildings is about 60,000 SF. This project proposes to relocate the necessary functions that currently reside at the Mulkiteo and Montlake facilities to the Manchester Research Station located in Manchester, WA. The major functions requiring relocation include: ? Conservation Biology Division Ocean Acidification Program & Environmental and Fisheries Sciences Division (EFS) Ecotoxicology and Fish Feeds and Nutrition Programs specialized aquatic facilities for research using live animals, offices and analytical laboratories ? Manchester new Recirculating Aquaculture System (RAS) National Marine Fisheries Service (NMFS) is responsible for providing cutting-edge and vital science in support of the US economy and sustainable management of fisheries resources in marine ecosystems. NMFS facilities must support this science with specialized facilities and systems for conducting research on live marine organisms. In order to do this, NMFS requires world-class facilities designed by the best architects and engineers that NOAA can procure. The scientists that NMFS seeks are also being sought by the nation’s top academic institutions and private industry. NOAA facilities must be world class to support not only the science but also recruitment and retention of the scientists themselves. NMFS expects that the design of the new Manchester facilities will be of a caliber that will help it to attract world-class talent to support the vital science carried out on-site. Features of the research facilities include: a. Access to large volumes of high-quality seawater supporting a wide range of sensitive studies on marine fish species, shellfish and their habitats. b. Laboratories for development of marine aquaculture and investigating how marine species are responding to increasing ecosystem-scale pressures, from ocean acidification to toxic storm water runoff. c. A collaborative work environment for scientists. As with all designs, the Northwest Fisheries Science Center (NWFSC) at Manchester has a defined cost limit for construction. NOAA intends to engage a General Contractor to provide early involvement during design to provide cost estimating and constructability support. It is incumbent upon the designer to work with the contractor and facilitate an interactive review process with the goal of maximizing building efficiency, quality and cost. This project will be delivered utilizing the concept design in the same way an architect would do in traditional design services, with reviews and acceptance by the NOAA. Solicitation Number: NA-AJ5731-22-00123 Notice Type: Pre-solicitation Synopsis: The anticipated posting date for the Request for Qualifications is October 14, 2022. The Architect Engineer (AE) firm shall provide all design services as required to build out the Northwest Fisheries Science Center (NWFSC) requirements at the Manchester Research Station in Manchester, Washington. The project will include the following: A new, energy efficient facility that will include modern laboratory facilities for data collection and research that focuses on understanding the life cycle of marine species and the impacts of ecosystem stressors on anadromous and marine fish and invertebrates. The facility will include but is not limited to the following program areas and facilities: Recirculating Aquatic System (fresh and saltwater) Wet Labs Dry Labs Facility Storage Gas Generation Freezer Storage Office Spaces Hatcheries (specialized flow through aquatic systems for ocean acidification and toxicology research, and recirculation aquaculture systems) Electrical, Mechanical and Communication Spaces Site work including utilities, sidewalks, parking, roadways, and landscaping Base and Options: Task 1 – NWFSC Manchester Research Campus Addition Design Drawings and Specifications Task 2 – Geotechnical Investigation Task 3 – Furniture, Fixtures, and Equipment (FFE) design services Option 1 – Enhanced Commissioning Services (both Design and Construction Phase) Option 2 – Construction Administration Services Option 3 - Estimating Services This project will be delivered utilizing the Construction Manager as Constructor project delivery method. The selected AE team goes through concept design in the same way an architect would do in traditional design services, with reviews and approvals by the National Oceanic and Atmospheric Administration (NOAA). The estimated magnitude of the resulting construction price range is estimated to be between$20,000,000 and $30,000,000. The AE Firm as used an individual, firm, partnership, corporation, association, or other legal entity permitted by law to practice the profession of architecture or engineering that will have contractual responsibility for the project design. The Lead Designer is the individual or the team of designers who will have primary responsibility to develop the project design. The AE selection will be completed in two stages as follows: In Stage I, interested firms will submit portfolios of accomplishment that establish the design capabilities of the Lead Designer and Design Firm. In Stage II, shortlisted Lead Designer-AE teams will be interviewed. The AE firm will address the contractual relationship with the Lead Designer and project team in Stage II. The NAICS Codes for this procurement is 541310 Architectural Services. Award of a Firm Fixed Price contract is anticipated. Anticipate award of contract with successful AE firm is June 2023. Anticipated time for completion of concepts design is approximately 365 calendar days including time for NOAA reviews.
