NOAA Intends to solicit and award a contract to National Organization for Victim Assistance (NOVA) 510 King Street, Suite 424 Alexandria, VA 22314 for services to train and certify NOAA employees in victim advocacy and response. NOAA prohibits sexual assault and sexual harassment by any employee,supervisor, manager, contractor, vendor, affiliate, and other individuals whom NOAA employees come into contract by the virtue of their work for NOAA. This requirement resulted from the National Defense Authorization Act for Fiscal Year 2017 (Public Law 14-328), Subtitle C- Sexual Harassment and Assault Prevention at NOAA (33 U.S. C. 894), which requires NOAA to establish acomprehensive policy on the prevention of and response to sexual assault and sexual harassment.
