The Office of Acquisition and Agreements Management (OAAM), Acquisition Management Division (AMD) of the National Institute of Standards and Technology (NIST), on behalf of the Material Measurement Laboratory (MML), intends to negotiate on a sole source basis, under the authority of FAR 13, with GMW Associates, to acquire an AC Magnet. The MML Materials Science and Engineering Division (MSED) is developing "Thermal MagIC", an SI-traceable method for 3D thermal magnetic imaging and control. In order to meet mission requirements, MSED is developing the characterization methods for all parts of the system, from the magnetic nano-objects to the imaging instrumentation, which requires sensitive instrumentation for measuring the physical and magnetic properties as a function of applied magnetic field and temperature. The stand-alone AC magnet, to develop an AC magnetometer for characterizing the magnetic properties as a function of field amplitude and frequency, must be capable of adjusting the magnetic field and the frequency simultaneously and to the full extent of their range. All cables, hoses, and/or connectors necessary for the operation of the AC magnet shall be provided. The contractor shall provide a desktop computer, including software, properly configured to run the AC magnet. The computer shall have installed both a CD-RW drive as well as an available USB connector (beyond those needed for the AC magnet to computer interface). The total period of performance for the equipment and warranty shall be one-year from date of acceptance. The NAICS code for this requirement is 334516 and the small business size standard is 1,000 employees. Sole source determination is based on the following: The market research revealed that the only instrument that meets all of the specifications is produced by GMW Associates. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by July 12, 2019 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
