The Office of Acquisition and Agreements Management (OAAM), Acquisition Management Division (AMD) of the National Institute of Standards and Technology (NIST), on behalf of the Material Measurement Laboratory (MML), intends to negotiate on a sole source basis, under the authority of FAR 13, with Bio-Techne of Minneapolis, MN, to acquire a Flow Microscopy System. The National Institute of Standards and Technology (NIST), Material Measurement Laboratory's (MML) Bioprocess Measurements Group (BMG) has a project that develops standards for the counting of protein aggregates and similar particles found in protein drugs. In order to meet mission requirements, the BMG has a need for a flow microscopy system to maintain standards relevant and useful to industry practice, including installation, training, and one-year warranty. This instrument shall consist of an automated, computer-controlled microscope with an integrated flow-through cell, a pump for controlled flow of the sample, a computer and hard drive for operating the system and storing data, and necessary cables and fittings to interface between these components. The total period of performance for the equipment and warranty shall be one-year from date of acceptance. The NAICS code for this requirement is 334516 and the small business size standard is 1,000 employees. Sole source determination is based on the following: The market research revealed that the only instrument that meets all of the specifications is the MFI 5200 model produced by Bio-Techne. Other manufacturer models do not provide particle size resolution, matched depth of field or replaceable flow cells. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by July 9, 2019 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
