This is a Request for Information - SOURCES SOUGHT SYNOPSIS and is not a pre-solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential business firms that have the technical capabilities and capacity required of the government. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions. Purpose: The National Oceanic and Atmospheric Administration (NOAA) Northwest Fisheries Science Center West Coast Region needs to purchase the essential components of a Simrad PX TrawlEye Depth/Temperature (D/T) wireless catch monitoring sensor system to test and then operationally deploy a new Multi-Function Trawl system (MFT). The PX TrawlEye system is essential for relaying status of the fishing gear during trawling operations as well as providing a crisp and detailed presentation of fish in the MFT. Mission/Goal: Testing and incorporating a new midwater trawl system designed to sample both coastal pelagic fish species (CPS) at the surface and Pacific hake in the midwater is a high priority for NOAA Fisheries. A research cruise aboard the NOAA Ship Bell M. Shimada to test the new MFT is scheduled for July 5, 2024 through August 21, 2024. A modern and reliable net mensuration system is critical to testing the MFT and ensuring that it is sampling as designed. The new and modern net mensuration system will also be critical to the conduct of future surveys and to defend NOAA Fisheries’ sampling protocols to the fishing industry. As such, this project has high visibility throughout the agency and west coast fishery management bodies. Background: The NOAA Ship Bell M. Shimada is presently equipped with 1) an ITI net mensuration system which is obsolete and does not provide sufficient information to test the new MFT in either surface or midwater mode, as well as 2) a Simrad FS70 third-wire trawl sonar that is nearing the end of its practical life expectancy and has become increasingly prone to failure. For scientists and fishing officers to confirm that the MFT is performing satisfactorily, it is critically important that it be equipped with modern and reliable sensors. The acquisition and installation onto the MFT of a Simrad PX TrawlEye Depth/Temperature (D/T) multi-purpose wireless catch monitoring sensor with a built-in echo sounder are essential for verifying that the MFT fishes as expected. Technical Specifications: NMFS/FRAM/FEAT has started procuring the essential components of a net mensuration system to provide critical information needed to test and operationally deploy the new MFT in both surface and midwater modes, including: Quantity, Part No., Description 1 ea. 419112 TV80 processor 1 ea. 470440 PxPos position sensor D/T 1 ea. 473769 PX Mounting Kit, flowsensor 1 ea. 472520 Protection cover for PX Flow Compatibility: The purchase of the TV80 Processor, PxPos position sensor D/T, PX Mounting Kit, and Protection cover is required to complete and augment an existing net mensuration system of a multi-function trawl system (MFT) scheduled to be used/tested during the upcoming 2024 California Current Ecosystem (CCE24) research cruise and future Integrated West Coast Pelagics Surveys. The required supplies must be compatible in all aspects (form, fit, and function) with existing systems or equipment used in ongoing stock assessment and research surveys. Data compatibility and collection consistency across Fisheries Survey Vessels are required by the Government. Compatible components are necessary for completing a Simrad PX TrawlEye Depth/Temperature wireless catch monitoring sensor system for monitoring the new MFT as well as relaying the status of the fishing gear. Delivery Schedule: The products should be delivered by June 24, 2024 to give the Engineering team on the NOAA Ship Bell M. Shimada adequate time to ensure that all components are on hand and to prepare everything for a smooth installation planned for later in the year. Any response that does not include this information will not be considered. The Government will review your response to determine if your firm and offered product meets the governments immediate requirements.
