The USCB is requesting information, pursuant to FAR Part 10- Market Research, to identify potential sources for Decennial Research and Design Services. The proposed North American Industry Classification Systems (NAICS) Code is 541618. The Government is interested in identifying all small businesses including Small Disadvantaged Businesses 8(a)s, Service-Disabled Veteran-Owned Small Businesses, Hubzone Businesses, and Women-Owned Small Businesses capable of performing these services. The government requests that interested parties respond to this notice in accordance with Paragraph 3 of this SSN. This support is a continuation of early planning activities for the 2030 Census program, which began in Fiscal Year (FY) 2019 to build the program foundation and prepare for the official program kick-off and start of the Research and Design Selection Phase in October 2021. The primary goal of this phase is to conduct the research, testing, and operational planning/design work to inform the selection of the 2030 Census operational design, factoring in past census experiences, evolving technology, and the changing world. The selected operational design will drive the work and future contracting opportunities of the Development and Integration Phase, which focuses on building, modifying, or acquiring an integrated set of IT and operational solutions, conducting a dress rehearsal to test these solutions, and ensuring readiness for the final program phase, Peak Production and Close-Out.
