The Office of Acquisition and Agreements Management (OAAM), Acquisition Management Division (AMD) of the National Institute of Standards and Technology (NIST), on behalf of the Material Management Laboratory (MML), Biomolecular Structure and Function Group (BSF), Biomolecular Measurement Division (BMD), intends to negotiate on a sole source basis with JEOL USA of Peabody, MA, for a Zeta NMR console system. The Biomolecular Structure and Function Group in the Biomolecular Measurement Division of the Materials Measurement Laboratory at the National Institute of Standards and Technology advances novel measurement methods and models for the determination and analysis of the structure and function of biological macromolecules, including lipids, DNA, RNA, proteins, and macromolecular complexes and assemblies formed by these molecules; advances methods to determine the physical and chemical factors which determine the specific interactions of macromolecules with cofactors and ligands; studies the relationships between biomolecule structure, dynamics, function, and energetics using computational, biophysical, and biochemical techniques; develops reference databases for these properties; and advances measurement methods for engineering complex biological systems. The Contractor shall provide a new JNM-ECZ600R Zeta NMR console system, including installation, training and warranty. SOLE SOURCE DETERMINATION IS BASED UPON ALL OF THE FOLLOWING: The purpose of this acquisition is to purchase equipment necessary for NIST to be able to perform comparative measurements between a NIST-owned Bruker Biospin 600MHz NMR console and a third-party vendor console, for the purpose of measurement standardization across all vendor platforms for industrial applications. JEOL USA and Bruker Biospin are the only known vendors that manufacture a 600 MHz Nuclear Magnetic Resonance (NMR) console that meet NIST’s minimum needs. Currently, only Bruker NMR systems are in operation at NIST; no JEOL NMR console system exists in any laboratory or facility at NIST. In order to effectively conduct the Government’s mission, a JEOL NMR system is required to demonstrate measurement performance on different NMR console systems represented on the market, to ensure confidence and standardization of NMR measurements developed at NIST and provided for broad use across the industry. JEOL USA has no known distributors of the required system. JEOL is the sole manufacturer and distributor of the required equipment. This notice of intent is not a request for competitive quotations; however, responses received by May 29, 2020, will be considered by the Government. Any party responding to this notice must provide written documentation that JEOL USA has agreed to work with the Contractor to provide the required equipment. A determination by the Government to compete this requirement based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to compete this requirement.
