The Office of Acquisition and Agreements Management (OAAM), Acquisition Management Division (AMD) of the National Institute of Standards and Technology (NIST), on behalf of the Material Management Lab... The Office of Acquisition and Agreements Management (OAAM), Acquisition Management Division (AMD) of the National Institute of Standards and Technology (NIST), on behalf of the Material Management Laboratory, Material Measurement Science Division (MML/MMSD) intends to negotiate on a sole source basis with CAMECA Instruments, Inc. of Madison, WI, for maintenance and repair services for a NIST-owned CAMECA LEAP 4000X SI/HR, serial #37. The Contractor shall maintain and repair the CAMECA LEAP 4000X SI/HR to manufacturer's specifications. NIST uses the CAMECA Instruments LEAP 4000X SI/HR Atom Probe instrument to detect, identify, measure, and image atomic chemical composition and tomography. The work with this instrument is performed in collaboration with the semiconductor industry, atom probe instrument manufacturers, and the Department of Defense (DOD) to develop instrumentation and techniques that match NIST's mission [http://www.nist.gov/public_affairs/mission.cfm] for advancing measurement science, standards and technology in ways that enhance national security and improve our quality of life. The work also matches NIST's vision of being a world leader in critical measurement solutions and NIST's core values, such as meeting or exceeding the expectations of NIST customers, world-class performance and continuous improvement. The work in trace chemical composition and isotopic characterization also matches the Material Measurement Laboratory's mission [http://www.nist.gov/mml/what-we-do.cfm] in support of the NIST mission by taking part in research in industrial and environmental materials and the dissemination of tools including procedures, data and best practice guides. MML areas of national importance that are matched include manufacturing, security and forensics and research in materials measurements science [http://www.nist.gov/mml/what-we-do.cfm]. SOLE SOURCE DETERMINATION IS BASED UPON ALL OF THE FOLLOWING: -The LEAP instrument is a commercial item that was manufactured by CAMECA Instrument. CAMECA has proprietary rights to the existing equipment and is the sole manufacturer and distributor of the equipment. -CAMECA has no authorized resellers or service providers, therefore, only they can supply the required service and guarantee that the maintenance , parts and software will be fully compatible with the instrument, integrate seamlessly with the instrument, and meet the performance specifications for the equipment. -CAMECA does not perform repair and maintenance services as a subcontractor nor will CAMECA respond to service requests from a third-party contractor. -CAMECA has provided a written assertion that it is the sole provider of maintenance and repair services for their equipment. This notice of intent is not a request for competitive quotations; however, responses received by May 27, 2020, will be considered by the Government. Any party responding to this notice must provide written documentation that CAMECA has agreed to work with the Contractor to provide the maintenance and repair services for the LEAP system. A determination by the Government to compete this requirement based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to compete this requirement.
