Any information submitted in response to this Sources Sought Announcement is strictly voluntary. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that may be submitted by respondents. This notice is a request by the Government to collect information from interested vendors for the purpose of market research. Failure to provide a response to this announcement will not prohibit/exclude an interested vendor from participating in a future solicitation. REQUIREMENT The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) requires cafeteria services at NOAA's Daniel K. Inouye Regional Center located on Ford lslahd, Pearl Harbor, Hawaii. The Contractor shall manage, provide all food, operate, and maintain a cafeteria and catering food service program. This requires experienced, professional management that offers a variety of high quality, nutritious foods. As an established organization in the protection of our land, sea, and air, NOAA expects the Contractor to utilize environmentally friendly business practices. The food service facilities include one main cafeteria with indoor and outdoor seating, a coffee kiosk, and on demand catering services. The food services are to be operated for the benefit of approximately 800 employees. Services are anticipated to begin on or about June 1, 2019 (possibly earlier). The approximate size of the Food Service Area is shown below (in square feet) Food Court - 1,029 Dining Area (168 Seats)- 3,013 Food Kiosks - 1,137 Food Prep/Ware Wash - 495 Storage (3-Rooms @165 SF EA) - 495 (Dry, Refrigerated, and Freezer) Retail Kiosk - 40 Coffee Cart (Space/Utilities Only) - 75 Locker and Changing Area - 97 Loading Area/Service - 634 Trash Room - 100 Chair Storage - 160 Unisex Toilet/Dressing Room - 78 Office - 137 The North American Industry Classification Code (NAICS) is 722310 with a size standard of $35.5 million. This contract is a non-revenue requirement and will be funded with non-appropriated funds. In accordance with the Randolph-Sheppard Act of 1974, a State Licensing Agency (SLA), considered other than a small business, will be given an opportunity to compete for this requirement. Offers from SLAs operating under the authority of the Randolph-Shepaprd Act 20 U.S.C.107 (a-e), must be given priority in accordance with the regulations prescribed by the Secretary of Education at 34 CFR 395.33. Interested Contractors are requested to provide the following information in response to this Sources Sought Announcement: 1) A statement that you believe your firm has the capability to meet all these requirements and perform these services; 2) Your firm's DUNS number; 3) Size status of your firm under the corresponding NAICS code. If your firm is a small business, specifically identify the type of small business; 4) A brief description of your firm's recent past experience (within past 5 years) performing similar services at similar or larger sized facilties The information provided in response to this announcement is limited to five (5) pages or less. All information shall be provided free of charge to the Government. The Government will not return any data provided in response to this announcement. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations.
