BACKGROUND The Production Systems Group (PSG) in the Intelligent Systems Division (ISD) at NIST, EL, conducts research in metals-based additive manufacturing (AM) to develop and deploy advances in measurement science that will enable rapid design-to-product transformation. The PSG owns a fleet of additive manufacturing machines which it uses to conduct its research, including an existing, government owned, EOS M270 and M290 Laser Powder Bed Fusion (LPBF) machines, manufactured by EOS, GmbH - Electro Optical Systems, based in Germany. The purpose of this requirement is to obtain one EOS IPCM M Pro powder sieving station, manufactured by EOS. The EOS brand name only requirements must be supplied by an authorized distributor of EOS, GmbH for the EOS brand equipment identified in this notice. For purposes of compatibility with existing equipment, the subject supply needs to be compatible with the existing, government owned EOS M290 LBPM AM machine. The EOS IPCM M Pro powder sieving system is required for purposes of compatibility with existing equipment and continuity of science and research, including current equipment, research protocols and instrument setup. The EOS M290 LBPM AM machine is physically located on the NIST campus at 100 Bureau Dr, Gaithersburg, MD 20899, in Building 304, Room 124. The Period of Performance shall be effective for six (6) months from date of award, including installation and training. All service and parts shall be covered by the manufacturer or contractor’s standard commercial warranty. The serial number of the existing EOS M290 LPBF is SI3059. NIST is seeking information from sources that may be capable of providing a solution that will achieve the objectives identified in this notice. ANTICIPATED REQUIREMENTS The Contractor shall (1) deliver one fully integrated and operational IPCM M Pro powder sieving station to the NIST Gaithersburg campus, (2) provide assembly and installation of the system by a trained technician, (3) conduct testing and validation of system operation, and (4) provide training to NIST personnel on programming and safe operation of the system. All are inclusive of FOB Destination delivery, installation, warranty and training. The Contractor shall provide a system that meets all technical specifications identified below: Requirement: EOS IPCM M PRO Sieving Station Description: EOS IPCM M PRO cylindrical ultrasonic sieving unit Quantity: 1 A. Technical Specifications: a. Size Requirements: The product quoted shall adhere to the following size limitations due to NIST space limitations for the required instrument. i. Max height (installed): 83 inches high ii. Max width (installed): 32 inches wide iii. Max depth (installed): 52 inches depth, not including open chamber door or rear clearance. iv. Max weight shall be 300Kg. when empty b. The system shall be compatible with the EOS M270 and M290 LPBF AM machines. c. The sieving unit shall be fully enclosed in sheet metal housing. d. The unit shall have the ability to vacuum powder directly into the sieve so the whole process is integrated as an all-in-one system. e. The system shall have a conveying rate of at least 30L. f. The system shall have a Pneumatic pump vacuum system at a system flow rate of 156 m^3/h minimum. g. The unit shall include the ability to sieve under both Argon and Nitrogen environments. h. The system shall have a sieving rate of at least 120Kg in 30 minutes. i. The unit shall be a Cylindrical Ultrasonic sieving system. j. Additional Requirements shall include the following: i. Lifting Trolley ii. (2) material change sets minimum iii. (2) 20L stainless steel powder containers minimum iv. (2) sieves of proper size range for sieving powders like In625, In718, SS 17-4, SS 15-5 powders minimum v. Guided user interface for automated sieving vi. Sieving presets for up to 10 powders minimum vii. Mobility with an active handbrake minimum viii. Camlock coupling system to lower the risk of powder spillage and contamination. ix. Regulatory conformance of CL/UL & ATEX HOW TO RESPOND TO THIS NOTICE In responding to this notice, please DO NOT PROVIDE PROPRIETARY INFORMATION. Additionally, if there are other features or functions that you believe would assist NIST in meeting its objectives described above, please discuss in your response. o Discuss whether the equipment that your company sells and which you describe in your response to this notice may be customized to specifications and indicate any limits to customization. • Identify any aspects of the NIST market research notice, including instructions, and draft minimum specifications in the BACKGROUND section you cannot meet and state why. Please offer suggestions for how the market research notice and draft minimum specifications could be made more competitive. • State whether the proposed equipment is manufactured in the United States and, if not, state the name of the country where the equipment is manufactured. • Identify any plans/possibilities for changes in manufacturing location of the aforementioned equipment and provide relevant details, including timeline. • For the NAICS code listed in this notice: o Indicate whether your company is (a) a small business or (b) other than small business. Provide a copy of manufacturer standard terms and conditions that typically relate to the sale of the specified equipment, if available. • If the recommended equipment and related services are available for purchase on any existing Federal Supply Schedule contract(s) or other contracts against which NIST may be able to place orders, identify the contract number(s) and other relevant information. • Provide any other information that you believe would be valuable for NIST to know as part of its market research for this requirement. • State if you require NIST to provide additional information to improve your understanding of the government’s requirement and/or would like to meet with NIST representatives to discuss the requirement and the capabilities of the identified equipment. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s capability.
