AMENDMENT 0001: The purpose of this amendment is to revise the Evaluation factors by deleting the requirement for quoters to submit an Attestation form for any applicable software. No Attestation form is required for this solicitation as there is no software in this requirement for which the Attestation form applies. Therefore, Section (viii), 52.212-2 Addendum, in the following solicitation is revised to delete the Attestation form requirement for this RFQ. All quotations having been submitted to this RFQ prior to the original closing date will be evaluated and considered for award unless a given quoter submits a revised quotation. The closing date for accepting quotations is extended until July 14, 2025 at 4:00 PM, ET. All other terms and provisions remain unchanged. (i) This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The solicitation number is AMDTCRQ2501279, and the solicitation is issued as a Request for Quotation (RFQ) that is restricted to small businesses. This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures and FAR Part 12—Acquisition of Commercial Items. A Fixed-Price type of Purchase Order contract is contemplated for any resulting contract entered into as a result of this solicitation. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) Federal Acquisition Circular (FAC) Number/Effective Date: 2025-03 / 01-17-2025. (iv) The North American Industry Classification System (NAICS) code for this procurement is 334516 – Analytical Laboratory Instrument Manufacturing, with the small business size standard of 1,000 Employees. This is a Total Small Business Set-Aside. (v) Specifications: Please see the attached Requirements document for further detail. BRAND NAME ONLY JUSTIFICATION: This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source (Including Brand-Name). The Grasping, Manipulation, and Contact Safety project, in the Engineering Laboratory (EL) at NIST develops and standardizes performance metrics, test methods, and associated measurement tools that support the development of robotic systems that have human-like dexterity and force-control characteristics. The robotic systems enable tactual-based safe human collaboration and contact-rich manufacturing operations, such as assembly, while addressing the barriers to automation faced by low-volume, high-mix manufacturing environments. The Brand-Name Only determination is due to continuity of science and compatibility with existing equipment and research protocols. NIST is seeking the UR10e robotic arms to quantify the coordinated control measure between robot systems, which needs to be performed using two (2) arms from the same manufacturer to measure the information exchange time between robotic arms. The robotic arms must be compatible with the existing Robotic Operating System 2 (ROS2) currently in use at NIST. The UR10e robot arm is the only arm that has an integrated joint torque sensor at the wrist that can achieve all stated requirements. This requirement is to obtain quantity two (2) UR-10e robotic arms manufactured by Universal Robots (UR), located in Denmark. The subject Brand-Name item is the only source available. Responses to this solicitation must include clear and convincing evidence of the offeror’s capability of fulfilling the requirement as it relates to the technical evaluation criteria. Responses to this solicitation must include sufficient information to establish the interested parties’ bona-fide capabilities of providing the product or service. The Contractor shall provide a Firm-Fixed-Price Quotation corresponding to the requirements identified in the attached Specifications. Shipping and Delivery cost must be included in the quotation either as a separate line item or contained in the total price of the quote. The total cost of shipping, which includes any potential tariff cost, must be included in the total fixed-price quoted amount and contain delivery terms for FOB-Destination only. The price quote shall include unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination), product or catalog number(s), product description, any warranty or training considerations, and any other information or factors that may be considered in the award decision. Such factors may include special features required for effective program performance, trade-in considerations, probable life of the item selected as compared with that of a comparable item, warranty considerations, maintenance availability, and environmental and energy efficiency considerations. The price quote shall include the CLIN/line-item Structure identified in the Specifications. (viii) The provision at FAR clause 52.212-2, Evaluation – Commercial Items, applies to this acquisition. The following is an addendum to 52.212-2. Responses received to this RFQ will be evaluated on the basis of Lowest Price Technically Acceptable (LPTA). Quoters submitting a response must provide a completed Price Quote to be evaluated and considered for award. Price quotes must indicate fixed unit pricing and total cost, including shipping cost and estimated time of delivery after receipt of order, and warranty and training considerations. Responses will be evaluated based on: 1) Contractor’s ability to meet the government’s minimum requirements stated in this notice, 2) Ability to deliver the required items within the period of performance/lead time specified in the Requirements document, and Responses to this solicitation must include clear and convincing evidence of the Quoters’ capability of fulfilling the requirement as it relates to the essential government requirements stated in this solicitation. Under the lowest-price technically acceptable (LPTA) process, Quoters will be determined to be “technically acceptable” or “technically unacceptable” based on an evaluation of responses against the following factors to determine if, as submitted, the quotation is technically acceptable. (1) Technical Capability: The Quoter must indicate in its quotation the ability to provide all minimum requirements identified in the Requirements document. (2) Schedule: The Quoter must indicate in its quotation the ability to meet the delivery requirements (delivery within 8 weeks ARO). Contractor personnel are required to check the appropriate campus operating status and personnel requirements at https://www.nist.gov/campus-status daily prior to arriving on site. All personnel must adhere to the requirements set forth in the operating status. Unless otherwise stated in the contract terms and conditions, normal days of business operation are Monday through Friday, excluding Federal Holidays. "Payment request" means any request for contract financing payment or invoice payment by the Contractor.
