This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The solicitation number is AMD-TC-RQ-22-01406 and the solicitation is issued as a Request for Quotation (RFQ), on an unrestricted basis. This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures and FAR Part 12—Acquisition of Commercial Items. A Fixed-Price type of Purchase Order contract is contemplated for any resulting contract entered into as a result of this solicitation. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) Federal Acquisition Circular (FAC) Number/Effective Date: 2022-06 / 5-26-2022. (iv) The North American Industry Classification System (NAICS) code for this procurement is 334513 – Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables with the small business size standard of 750 Employees. (vi) Brand Name Only Justification: The National Institute of Standards and Technology (NIST) requires a collaborative robot arm for evaluating several emerging Artificial Intelligence (AI)-based approaches for performing robotic manufacturing tasks. The robot needs to: (1) be able to acutely detect collisions at any point along its arm and (2) provide a robust interface for programming the real-time control-loop behavior of the robot. These requirements are necessary for researchers to be able to implement the AI approaches mentioned above while ensuring the design and inherent safety risks of these non-deterministic AI approaches. In addition, the robot needs to be equipped with integrated torque sensors at each arm joint, meeting the collision detection criterion. It needs to provide users with a 1kHz control interface with a robust programming library which meets the control-loop criterion, providing an interface for programming the real-time control-loop behavior of the robot. The “Panda” robot manufactured by Franka Emika GmbH, located at Frei-Otto-Straße 20, 80797 München, Germany, is the only robot that fully meets these requirements. Not purchasing the Panda robot would significantly restrict NIST’s ability to implement and evaluate AI-based manipulation algorithms for manufacturing robots. Many algorithms would be impossible to implement without the control interface and sensing capabilities of the Panda. Responses to this solicitation must include clear and convincing evidence of the offeror’s capability of fulfilling the requirement as it relates to the technical evaluation criteria. Responses to this solicitation must include sufficient information to establish the interested parties’ bona-fide capabilities of providing the product or service. Offerors submitting a quotation must clearly indicate if the line item or items being offered in their quote is a brand-name item to the brand name item described in this solicitation. The Contractor shall provide a Firm-Fixed-Price Quotation corresponding to the Part Numbers, Quantity, Model numbers, and Description of the CLINS identified in the attached Specifications document. All items quoted shall be on a brand-name-only basis meeting or exceeding the salient characteristics described in this solicitation as the minimum specifications. Shipping and Delivery cost must be included in the quotation either as a separate line item or contained in the total price of the quote. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s), product description, any warranty or training considerations, and any other information or factors that may be considered in the award decision. Such factors may include special features required for effective program performance, trade-in considerations, probable life of the item selected as compared with that of a comparable item, warranty considerations, maintenance availability, and environmental and energy efficiency considerations. (viii) The provision at FAR clause 52.212-2, Evaluation – Commercial Items, applies to this acquisition. The following is an addendum to 52.212-2. Responses received to this RFQ will be evaluated on the basis of Lowest Price Technically Acceptable (LPTA). Offeror’s submitting a response must provide a completed Price Quote to be evaluated and considered for award. Price quotes must indicate fixed unit pricing and total cost, including shipping cost and estimated time of delivery after receipt of order, and warranty and training considerations. Responses will be evaluated based on contractor’s ability to meet the government’s BRAND NAME ONLY SALIENT CHARACTERISTICS stated in this notice and on ability to deliver required supplies timely. Responses to this solicitation must include clear and convincing evidence of the Offeror’s capability of fulfilling the requirement as it relates to the essential government requirements stated in this solicitation. Under the lowest-price technically acceptable (LPTA) process, Offerors’ will be determined to be “technically acceptable” or “technically unacceptable” based on an evaluation of responses against the following factor to determine if, as submitted, the quotation is technically acceptable. This site includes information about campus access and security information; identification requirements; parking information and more. Contractor personnel are required to check the appropriate campus operating status and personnel requirements at https://www.nist.gov/campus-status daily prior to arriving on site. All personnel must adhere to the requirements set forth in the operating status. Unless otherwise stated in the contract terms and conditions, normal days of business operation are Monday through Friday, excluding Federal Holidays.
