AMENDMENT TWO (2): The purpose of this amendment is to provide Answers to Questions. Therefore, the following questions are answered: Q: If we are required to provide a custom interface, we would need a well-defined Scope of Work for the functionality of such interface. As mentioned earlier, the interface can be as simple as controlling the robot's speed of movement to more complex logic. Could your team provide us with examples of the logic to be programmed and functionality of the interface? A: The Government will not provide examples of the logic to be programmed and the functionality of the interface. It is the Contractor’s responsibility to quote a product which meets the requirement that a user be able to fully control the robot using LabVeiw. Government market research indicates that software (SubVI and drivers) sufficient to control all robotic arm movement and functionality via programming and commands in LabVIEW is commercially available. All other terms and provisions remain unchanged. --------------------------------------------------------------------------------------------- AMENDMENT ONE (1): The purpose of this amendment is to provide Answers to Questions. Therefore, the following questions are answered: 1. Question1: Please clarify the integration between LabView and the robotic arm. Does the Government intend to program everything using their own resources, or is it the contractor’s responsibility to develop a custom interface? Answer1: It is the contractor’s responsibility to provide a custom interface with the product quoted. The Government expects there to be SubVIs and drivers ready for use upon product delivery. 2. Question2: The list of requirements states: "repeatability of 0.05mm." Does the Government have specific requirements towards positioning accuracy and rotation accuracy beyond what is stated in this specification? Answer2: The Government requires positioning accuracy and rotational accuracy to each have a repeatability of 0.05 mm. A Fixed-Price type of Purchase Order contract is contemplated for any resulting contract entered into as a result of this solicitation. Responses to this solicitation must include clear and convincing evidence of the offeror’s capability of fulfilling the requirement as it relates to the technical evaluation criteria. Responses to this solicitation must include sufficient information to establish the interested parties’ bona-fide capabilities of providing the product or service. The Contractor shall provide a Firm-Fixed-Price Quotation corresponding to the requirements identified in the attached Statement of Need. Shipping and Delivery cost must be included in the quotation either as a separate line item or contained in the total price of the quote. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s), product description, any warranty or training considerations, and any other information or factors that may be considered in the award decision. Such factors may include special features required for effective program performance, trade-in considerations, probable life of the item selected as compared with that of a comparable item, warranty considerations, maintenance availability, and environmental and energy efficiency considerations. (vii) The provision at FAR clause 52.212-2, Evaluation – Commercial Items, applies to this acquisition. The following is an addendum to 52.212-2. Responses received to this RFQ will be evaluated on a Trade-Off Basis. The award will be made on a competitive best value basis, using “tradeoff” among price and non-price factors. The Government may elect to award to other than the lowest priced offeror, or other than the offeror with the highest rated non-price quotation. In either case, a tradeoff will be conducted. The government reserves such right of flexibility in conducting the evaluation as necessary to assure an award with the contractor providing the best value to the government. Although technical and schedule factors are an important consideration in the award trade-off decision, cost or price is also important to the overall award decision. All evaluation factors other than cost or price, when combined, are more important than cost or price. However, cost or price may become a critical factor in source selection in the event two or more offers are determined to be essentially equal following the evaluation of all factors other than cost or price. Each quotation will be evaluated in strict conformity with the evaluation factors, utilizing written critiques. The evaluation will be based upon the demonstrated capabilities of the prospective contractor in relation to the needs of the project as set forth in the RFQ and will use an adjectival evaluation rating scheme based on the following responses: Excellent (Risk level: Very low); Good (Risk level: Low); Acceptable (Risk Level: Neutral); Marginal (Risk level: High); Unacceptable (Risk level: Very high). The following factors shall be used to evaluate offers, listed in order of descending order of importance: (1) Technical Capability: Offerors shall clearly describe their capability to achieve the essential salient characteristic features and warranty features of this requirement. Quotations will be evaluated for the degree to which they meet, do not meet, or exceed requirements. Not meeting some or all requirements will be evaluated less favorably than meeting all requirements. If all requirements are met, exceeding requirements may be viewed further favorably. (2) Schedule: Quotations will be evaluated for the degree to which it addresses the schedule requirements of 24 weeks delivery After Receipt of Order (ARO) as identified in the required specifications document. A 24-week ARO or faster delivery will be evaluated more favorably than slower delivery. Price. The Government will evaluate offers for award purposes by making a price reasonableness determination. For a price to be reasonable, it must represent a price to the government that a prudent person would pay when consideration is given to prices in the market. (viii) The Offerors are to include a completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The work stoppage shall remain in effect until the lapse is resolved and notification is provided via the NIST website at https://www.nist.gov/ and/or the NIST operating status lines.
