NIST is seeking information from sources that may be capable of providing a commercial item solution that meets or exceeds the following draft minimum specifications: The Contractor shall provide one (1) resistance ratio temperature measurement system that meets the following minimum specifications: Accuracy:70 ppb (70x10-9) Achieved over all three SPRT measurement modes, outlined below: nominal 25.5 ? SPRT measured over the range: 5 ? - 90 ? nominal 2.5 ? SPRT measured over the range: 2 ? - 12 ? nominal 0.25 ? SPRT measured over the range: 0.2 ? - 1.2 ? Utilizing a single standard reference resistor (1 ?, 25 ?, 10 ?, or 100 ?) for each SPRT measurement mode. Systems which require the use of two or more reference resistors within a single mode to cover the full measurement range or to meet the minimum accuracy specifications will not be accepted. The system must support continued use of the laboratory’s low-drift standard reference resistors (model Tinsley 5685A), which have been characterized extensively by NIST. The lab maintains multiple decades of calibration history on these artifacts (traceable to the NIST Quantum Hall Resistor), and their continued use is required to maintain quality assurance and consistency in calibration history. Accuracy specifications will be evaluated experimentally as described in the NIST SP250-81, to determine the impact of bridge repeatability and bridge non-linearity on temperature measurements. For example, for a nominal 25.5 ? SPRT measured at the triple-point of water, the bridge non-linearity must contribute no more than 20 µK to the overall measurement uncertainty to maintain current calibration capabilities. Environmental operating conditions: System must deliver minimum technical specifications outlined in this document over the temperature and humidity range: 15 °C to 25 °C, 10% - 65% RH The standard instrumentation rack mount shall utilize 110 VAC power System must support continuously-powered operation, with active measurement processes running 40 h to 120 h per week over the lifespan of the system. The Contractor shall provide hardware that consists of an ultra-high precision thermometry bridge The Contractor is not required to provide software, but the system must allow real-time interface to NIST-developed LabVIEW control and data collection code. Describe performance capabilities and relevant or beneficial physical and functional features for any equipment you identified to satisfy the NIST-identified minimum specifications described in this notice. Identify any aspects of the NIST market research notice, including instructions, and draft minimum specifications in the BACKGROUND section above that could be viewed as unduly restrictive or contain unnecessary barriers that adversely affect your ability to fully participate and indicate why. In such a scenario, please offer suggestions for how the market research notice and draft minimum specifications could be made more inclusive and competitive. Discuss whether the equipment that your company sells and which you describe in your response to this notice may be customized to specifications and indicate any limits to customization. Provide a copy of manufacturer standard terms and conditions that typically relate to the sale of the specified equipment, if available. State whether your company offers facility renovation services related to installation of the aforementioned equipment at its delivery destination, if required per the NIST-identified minimum specifications, and provide description of services. Indicate if your company performs the facility renovation services or typically subcontracts the work to another company. Indicate if your company would be interested inspecting the intended installation site during the market research phase. State published price, discount or rebate arrangements for aforementioned equipment and/or provide link to access company’s published prices for equipment and services. State whether the aforementioned equipment is manufactured in the United States and, if not, state the name of the country where the equipment is manufactured. Identify any plans/possibilities for changes in manufacturing location of the aforementioned equipment and provide relevant details. If the aforementioned equipment and related services are available for purchase on any existing Federal Supply Schedule contract(s) or other contracts against which NIST may be able place orders, identify the contract number(s) and other relevant information.
