NIST does not intend to award a contract on the basis of this Notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST’s use of such information. In the absence of such identification, NIST will assume to have unlimited rights to all technical data provided in the response. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. NIST is seeking information from sources that are capable of providing one (1) Ti:sapphire laser system. Summary of Requirements: The National Institute of Standards and Technology (NIST) Thermodynamic Metrology group is developing a MgF molecule laser cooling experiment that will enable quantum metrology of thermal radiation. This project requires a high-power, spectrally-narrow source of laser light that is tunable for wavelengths around 364 nm to 374 nm. This procurement seeks frequency doubled Ti:sapphire laser capable of producing these wavelengths at high power with long-term frequency stability.. The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable. Contract Line Item Number (CLIN) 0001: The Contractor shall provide the following one Ti:sapphire laser system that meets the following minimum specifications: Pump laser Produce at least 18 W of continuous wave light at 532 nm. Must be a single frequency laser, < 1MHz linewidth Amplitude noise <0.1 % RMS electronics for controlling the lasers’ power. Settings should be able to be set either manually of via TCP/IP command M2 < 1.1 Linearly polarized output, polarization >100:1 Operating ambient temperature 16 C – 26 C. Operating ambient relative humidity up to 80%. Ti:sapphire laser Tuneable wavelength from 700 nm – 1000 nm with a single optics set. Produce an output power at least 6 W at wavelengths of 728 nm and 748 nm. Hermetically sealed stainless steel cavity Mode hop-free tuning range of >25 GHz Relative intensity noise (RIN) < 0.1% Having a linewidth of less than 100 kHz. electronics for controlling the lasers’ frequency. Frequency should be able to be set either manually of via TCP/IP command Scanning and locking features integrated with control electronics Doubling Cavity Capability of operating with fundamental (i.e., input) wavelength of 728 nm and 748 nm. This is defined as having a total conversion efficiency of at least 30% with 1 Watt of input power at these wavelengths while achieving all other specifications given below. This may be achieved by course tuning of cavity parameters, such as crystal temperature and alignment, at a particular wavelength in the rand of 728 nm to 748 nm. +/-10 nm tuning range (>50% of max conversion efficiency) Option to purchase addition crystals for operation in the range of fundamental wavelengths 700-1000 nm in the future All optics and electronics for cavity stabilization should be included. For Pound-Drever-Hall locking, this includes e.g., an internal electro-optic modulator For Hansch-Couillaud locking, this includes e.g., internal polarizers and retarders. Scan range >40 GHz Output Linewidth < 200 kHz Amplitude noise < 0.2% RMS Accept input laser with beam quality TEM00 M2 up to 1.2, either free space or with a fiber coupled input. Output laser beam quality TEM00 M2 < 1.2 free space. Manufactured from a solid steel block (e.g., invar) for best stability Operating ambient temperature 16 C – 26 C. Operating ambient relative humidity up to 80%. No-cost telephone and e-mail support for the life of the instrument Only new instruments will be considered Combined System Produce >1.5 W at wavelengths 364 nm to 374 nm. Only new instruments will be considered Warranty on for 1 year or 3000 hours of operation Hardware The hardware consists of the pump laser, Ti:sapphire laser, and doubling cavity, and all associated control electronics. Software Any software required to operate the laser in order to meet the technical requirements NIST is seeking responses from all responsible business sources to include small businesses AND U.S. manufactured items. Small businesses are defined under the size standard of 1,000 employees associated with the applicable NAICS code, 334516 - Analytical Laboratory Instrument Manufacturing. Please include company’s size classification and socio-economic status in any response to this notice. Interested parties shall describe the capabilities of their organization as it relates to the requirements described herein. Businesses able to provide the requested equipment are directed to email a detailed response describing their capabilities to tracy.bisson@nist.gov no later than the response date for this source sought notice. The report shall include any information relevant to the organization’s capabilities to meet the requirements detailed in Summary of Requirements. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of company/companies that are authorized provide product, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Number of days, after receipt of order that is typical for delivery of product. 4. Indication of whether the product is currently on one or more GSA Federal Supply Schedule contracts or any other government-wide contracts. If so, please provide the applicable contract number(s). 5. Indication of whether the product proposed is a commercial item, currently offered in the market place. 6. Interested vendors shall address their capability of providing Original Equipment Manufacturer (OEM) parts. 7. Any other relevant information that is not listed above which the Government should consider in developing its minimum performance requirements. Responses are limited to a total of twelve (12) pages in MS Word or PDF format. NIST invites all interested vendors to submit any questions or comments regarding the Draft Summary of Requirements via email to tracy.bisson@nist.gov within 3 calendar days of the posting of this notice. NIST intends to then post an amendment providing responses to any questions received. Official responses to the Sources Sought Notice shall be submitted by January 11,2022 at 11:59 pm EST.
