No solicitation is available at this time. The purpose of this notice is to identify firms with the requisite qualifications to provide the services stated herein. There is no business size limitation for responses to this announcement. The National Institute of Standards and Technology (NIST) has a requirement for architect and engineering services (A/E) with emphasis on civil and structural engineering located at the Gaithersburg, Maryland campus and at associated sites in Rockville, Maryland and Charleston, South Carolina. The project is to enable uninterrupted operations in NIST laboratories in the event of sudden liquid helium supply disruptions lasting up to one month in duration, with the benefit of lowered overall consumption of liquid helium from outside sources. To accomplish this goal, NIST requires design for recommended Helium recovery and liquefication system(s) that can meet the usage needs throughout NIST's various locations. This design would need to be a ‘brand neutral' system solution(s), to include full design planning with placement and pluming for all systems recommended, and all other related services. NIST's current use ranges from low and consistent consumption NMRs (Nuclear Magnetic Resonance instruments) to widely varying consumption flow cryostats and superconducting magnets. Helium gas will be recaptured from normal boiloff, helium fills, and instrument cooldowns; magnet quenches will not be recaptured. NIST's current use is approximately 80,000 L of liquid helium per year. The work may include design of helium gas reclamation system(s) to move helium gas from the laboratories where it is used to centralized helium re-liquefaction system(s). It includes the modification and construction of buildings and structures, as well as services for helium gas piping. The work includes field investigation, surveying, and document preparation. Document preparation includes engineering feasibility studies, conceptual designs and reports, contract drawings and specifications, design calculations, cost estimates, and project schedules. The design of these gas reclamation systems must provide maximum reliability and uptime; minimal operational oversight and maintenance; with detailed contingency plans to deal with potential disruptions at different points in the systems. Specialized qualifications include experience in the design of helium gas reclamation systems which feed into a re-liquefaction system, especially the movement of helium gas across large distances inside a building or across a campus, plus design of rooms or buildings to house a helium re-liquefaction system. The principal field of professional expertise required will be the helium piping system, although the project will also require structural, civil, and architectural capabilities. NIST is particularly interested in identifying organizations with: (1) Recent specialized experience of the proposed design team with advising of and design of helium recovery and re-liquefication systems ranging in size from single NMR systems to large systems capable of supporting multiple laboratories. (2) Recent specialized experience of the proposed design team with moving high or low pressure helium gas within a building (estimated distance of 150m) and/or across a campus (estimated distance of 5000m). (3) Proven experience or a relationship with a subcontractor with proven experience in surveying and designing plans for plumbing requirements and placement needed for single site-wide or multiple Helium Recovery systems. (4) Recent specialized experience of the proposed design team on building civil and structural projects and contracts.
