The contractor would assist with USPTO’s GSA leasehold interests for the Alexandria Campus and Detroit Regional Office, including negotiations and long-term planning for facilities such as the Dallas Regional Office (GSA-owned) and San Jose Regional Office (directly leased). Portfolio locations include Alexandria, VA; Detroit, MI; Dallas, TX; San Jose, CA; and warehouses in Lorton and Springfield, VA. Responses should demonstrate 20+ years of real estate analysis and planning experience with GSA policies, space strategies, POR requirements, lease negotiations, federal real estate policy, OMB/Congress interactions, and design/construction project administration, and should identify key personnel. The government contemplates using the PTAG Alternative Competition Method under NAICS 531210, and interested small businesses must demonstrate eligibility under that NAICS.
