The USPTO is conducting a market-research-only Sources Sought/RFI for executive search services to establish a single-award Blanket Purchase Agreement with a firm that recruits high-caliber passive candidates for SES and SL equivalent roles in patent, trademark, IT, finance, cyber security, general law, and administrative services. The contractor would develop recruitment plans, identify qualified candidates, help them apply through USAJobs, track candidate contacts, and provide weekly status reports, with performance deliverables including a kick-off within five business days after award, a final recruitment plan five days after kick-off, and application notification within two business days of candidate submission. The anticipated period of performance is a base year plus four option years, with multiple executive searches expected annually but no estimated number of searches available. Work will be performed virtually and/or at the contractor’s offsite location within the United States and authorized U.S. territories, including USPTO’s Alexandria, Virginia campus, authorized contractor/subcontractor facilities, and/or USPTO-approved telework locations.
