This Sources Sought/RFI is for market research only and seeks capable contractors to support the USPTO Patent Training Academy with three major elements: training consultation for program revision, eLearning content development, and training delivery support services. Specific needs include instructional design expertise, AI/innovative learning solutions, gamification and microlearning, Section 508-compliant eLearning, and in-person/online training delivery via MS Teams. The effort includes converting a minimum of 25 in-person courses into eLearning modules in about 3 months and potentially revising approximately 125 courses for implementation by January 2027. The USPTO contemplates a firm-fixed-price award to a single firm, with consultation services expected to begin in October 2026 and revised training program initiatives expected to begin implementation in January 2027. Interested contractors should provide detailed capability and experience responses addressing the three requirement areas.
