Introduction & Context: The United States Patent and Trademark Office (USPTO) is conducting Market Research to assess qualified companies to provide continued contractor support for a subscription service for economic research. The subscription service will provide access to business, financial, economic, and marketing data through a self-managed service with centralized access, a high volume of cross-disciplinary data, flexibility of delivery including computing cloud access, and robust tools that enable efficient company screening, academic research, and analysis. Vendors shall exhibit Company Search tools consisting of all mandatory elements: Method to search companies by NAICs codes, Company Search by keyword (e.g., "Internet of Things"), Batch Company Name Lookup Tool, Excel plugin with the ability to do batch company name matching inside excel. Database Coverage consisting of all elements: Database includes private North American Companies and Public & Private International companies, using the web-based company search tool: output historical financial information for companies in search results for at least the last 20 years. Search Results consisting of all elements: Tool to find out why company is not showing up in search results (using web-based search platform), using web-based search platform: Export at least 10K search results at time to Excel file format, if searching for companies by selected keywords, online search results include both a column with the text used, and also the selected keywords are highlighted. Customer Support must include all elements: Phone support availability at least 24 hour a day Monday through Friday. Support technician can directly access your saved company search query, generate a second company search query based on your support request, and share the generated second query directly via web platform. For this procurement, the USPTO is exempt from the Competition in Contracting Act (CICA) as the subject requirement is being procured using the Alternative Competition Method in accordance with the Patent and Trademark Office Acquisition Guidelines (PTAG) and the Patent and Trademark Office Efficiency Act 35 U.S.C. 2(b)(4)(A). This market research is intended as preliminary market information gathering which the USPTO will use to determine which vendor(s) is/are the most likely to successfully meet the agency’s needs and are thereby eligible to participate in a potential alternative competition. As a result of this market research, the solicitation may only be issued to a limited number of qualified vendor(s). This notice is not a request for competitive proposals. PTAG 6.1.1 Capability Statement Review Language: The Government will not utilize formal evaluation criteria for market research associated with PTAG 6.1.1. The Government will review RFI responses to determine which vendors are most likely to successfully meet the agency’s requirements for this subscription. The subsequent solicitation will not be posted on SAM.gov and instead sent directly the qualified vendor(s). This requirement utilizes NAICS CODE 519290 - Web Search Portals And All Other Information Services and has a period of performance that includes a one-year base period with four option years from date of award. This notice of intent is not a request for competitive proposals nor will a solicitation be issued to the public. Submission Requirements: The USPTO requests capability statements in PDF form from vendors who are able to provide all of the system requirements described above. Please clearly state which capabilities exist and which capabilities do not exist. Capability statements shall include all of the following: Company name, address, and UEI number (if you do not have a UEI please note). Company small business status (e.g. WOSB, SDVOSB, 8(a), HUBZone, etc.). If your company is an SBA-Certified 8(a) company, include the date of the SBA 8(a) expiration date. Please include “OTSB” if you are not a small business concern (see NAICS note above). GSA Schedule Contract Number or other ordering vehicle. Confirm that the proposed platform is 508-compliant.
