The United States Patent and Trademark Office (USPTO) intends to award a contract on a sole source basis to IPQualityScore located in Miami, FL under the authority of FAR 6.302.1. The purpose of this simplified acquisition is to provide internet-based, IP address geo-location “look up” tools in its investigations. IPQualityScore is a company that provides an Internet-based IP geo address and “VPN/proxy” look up tool. According to its website, IPQualityScore’s proxy detection technology features robust accuracy rates for identifying sophisticated abuse, such as residential proxies, private VPN networks, The Onion Router (“TOR”) nodes, anonymous proxies, botnets, and similar malicious IP addresses. This award will be made utilizing the Simplified Acquisition Procedures under FAR Part 13. Interested concerns have the capabilities necessary to perform the requirement may submit a capability statement in a written narrative format detailing the concern’s ability to meet the objectives of this requirement to yen.nguyen1@uspto.gov no later than February 02, 2024 at 4:00PM EST. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is not a request for competitive quotes. No solicitation is available. A determination by the government not to compete this proposed requirement is solely within the discretion of the government. If no affirmative responses are received by February 02, 2024 at 4:00PM EST the Government will pursue a sole source contract with IPQualityScore.
