REQUEST FOR INFORMATION: USPTO Spacesaver Power Assist Shelving System Upgrade The United States Patent and Trademark Office (USPTO) is an agency under the Department of Commerce (DOC). The USPTO is housed in a 2.5 million square foot headquarters in Alexandria, Virginia with satellite offices in Detroit, MI, San Jose, CA, Denver, CO and Dallas, TX. The mission of the USPTO is to administer the laws and regulations related to patents and trademarks in order to promote industrial and technical progress in the United States and strengthen the national economy. The USPTO carries out its mission by examining patent and trademark applications, issuing patents and registering trademarks, disseminating patent and trademark information to the public and by encouraging a domestic and international climate in which intellectual property can flourish. The purpose of this Request for Information (RFI) is to accomplish market research pursuant to Federal Acquisition Regulation (FAR) Part 10 to determine potential vendors capable of performing the functions described herein. This notice is issued solely for market research information and planning purposes and does not constitute a Request for Quotes (RFQ), a Request for Proposals (RFP) or a commitment on the part of the Government to conduct a solicitation for the below-listed services in the future. The Government does not intend to award a contract on the basis of responses. Responders are advised that the Government will not pay for information submitted in response to this RFI, nor will it compensate responders for any costs incurred in the development/furnishing of a response. The USPTO has a Original Equipment Manufacturer requirement in support of the Office of the Chief Administrative Officer (OCAO) to upgrade approximately one-half of the existing SpaceSaver powered compact shelving system located in the Trademark Law Library (TMLL) at the USPTO Madison East Building, 600 Dulany Street, Alexandria, VA 22314. Upgrades will be performed on five existing carriages and conglomerated shelving units, replacing all electronics and motors, upgrading the safety features, including new control heads. The Contractor shall remove the remaining approximately one-half carriages and conglomerated shelving units. An integral part of the trademark application examination process is the legal research on every aspect of claims made in Patent and Trademark applications and supporting documentation from the applicant or registrant. In order to assist in the examination of these claims, the TMLL acquires and makes available information from print sources including books, serials, and government documents. The materials comprise an integral part of the library's collection, which is housed in the compact shelving system located in the TMLL. The compact shelving units allow the library to make maximum use of its physical location within a minimal footprint. The associated North American Industry Classification System (NAICS) code for this requirement is 337214, proposed Federal Supply Code (FSC) is 7125, and the Small Business Size Standard is 1,000. The USPTO is an agency comprised of more than 14,000 employees and contractor support personnel located in Alexandria and Arlington, VA and other hoteling locations and satellite offices. The USPTO seeks to award a minimum of one contract to provide the upgrade that is brand name to the existing Spacesaver Power Assist Shelving system for USPTO Trademark Law Library to continue supporting the USPTO's core business mission, which is the examination, granting, and dissemination of patents and trademarks. Any other interested parties may contact the Contracting Officer to express interest in competing for the requirement within the synopsis period. When contacting the Contracting Officer, vendors must submit a capability statement that does not exceed 10 pages. The USPTO is seeking information from potential vendors capable of providing the services and equipment to perform the Spacesaver shelving system upgrade that will be brand name and compatible to the existing system. The Contractor shall furnish the necessary personnel, material, equipment, and services to meet the statement of work as detailed herein. As part of this effort, the Contractor shall perform the work to the maximum extent possible without hindering or disabling existing system operations and functionality and minimize disruption to USPTO facilities and mission. This notice is not a request for proposals/quotes and the USPTO is not committed to award a contract pursuant to this announcement. The information from this RFI is for planning purposes only and will assist the USPTO in planning its acquisition strategy. This is strictly market research and the USPTO will not pay for any costs incurred in the preparation of information for responding to this RFI.
