The National Weather Service is requesting information regarding the attached Draft PWS. Please respond by providing a response detailing capability, experience and/or innovative solution of your firm's ability in providing this service. Contained in your capability statement, below are two specific areas that your response must address in your capability response. 1. This requirement is for the provision of TPW (Total Precipitable Water) and ZTD (Zenith Total Delay) data above GPS continuously operating reference station (CORS) sites. The fundamental technical capability for this requirement a vendor must possess is to gather real-time raw data from CORS sites with agreements and process into TPW/ZTD data with proven data algorithms to deliver to the National Weather Service. Do you have such a capability and, if so, please describe it, including raw GPS data rights with CORS sites, communications protocols and pathways, technical specifications and formats, infrastructure and network security, and engineering, scientific, and other relevant technical expertise to maintain and operate such a system. 2. This data is critically important for National Weather Service forecast and modeling operations to protect property and save lives. This is not a requirement to build out a new capability. The capability must be in place on Day 1 of the period of performance to ensure the ongoing real-time provision of the observations with no break in service to the government. Please describe your capabilities in this regard consistent with the answer to Question 1 above.
