Large-Tier Electrical Construction IDIQ
The National Institute of Standards and Technology (NIST) is seeking large-tier construction services for its Gaithersburg, Maryland campus, under a new requirement with no incumbent contractor. The procurement will result in one or more Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts with a 5-year ordering period, a minimum order guarantee of $5,000, and a total maximum of $73,788,828 across all task orders. The solicitation uses an advisory multistep process; only Phase 1 offerors may proceed to Phase 2, and the first task order will be awarded shortly after the IDIQ contracts. Work includes electrical systems (from 120V to 13.8kV), medium-voltage distribution, life safety systems, and related construction, maintenance, and repair services. Selection factors include bonding capacity (at least $20M per contract, $70M aggregate), technical capability, past performance, price for the first task order, and a subcontracting plan (if applicable), with awards to the highest technically rated offerors at fair and reasonable prices.
