The Office of Enrollment and Discipline (OED) is responsible for registering attorneys and agents to practice before the USPTO and for developing and administering the registration examination. Only registered patent attorneys and agents, as well as individuals granted limited recognition are permitted to practice before the USPTO in patent matters. Additionally, the OED investigates allegations of misconduct by practitioners. OEDIS is a custom system designed to meet the unique needs of OED. The system is comprised of four modules: OEDIS-Core is an internal application that handles the entire lifecycle of a patent practitioner from application, to examination, to registration, to roster maintenance, to grievance investigations. Practitioner portal allows registered practitioners to submit requests, pay fees, and update their information. Applicant portal allows applicants to apply or re-apply to take the registration examination, upload documentation, and pay applicable fees. Public portal provides search capabilities to locate a registered patent practitioner and download the roster of active practitioners in its entirety. OEDIS interfaces with several systems directly or indirectly, among them FPNG, RBAC, MyUSPTO, NetPost/Click2Mail, PALM, PAIR, Prometric, and CIDM. The purpose of this RFI is to secure operations, maintenance, and the development of solutions that bring value to the OEDIS USPTO stakeholders through lean, innovative, efficient, effective, and agile techniques.
