This requirement is for services to provide a standard operating procedures document that will integrate the process of TPO into the Sophia software. This software is exclusive and proprietary to Wellspring Worldwide, and as such, no other vendors are capable of providing the required services. The proposed contract action is for equipment for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.501. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contract Specialist. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
