Description: This procurement is for Air Analysis Line Replaceable Unit (LRU) software and hardware enhancement utilizing Picarro G2401-m units. This includes enhancing the fidelity of trace gas measurements, optical temperature and pressure measurements, and measurement diagnostics. This project will further the NOAA mission of partnering with commercial airlines to enable higher temporal and spatial resolution in measurements of greenhouse gases (GHG) in the atmosphere. The Government intends to negotiate directly and award one (1) firm-fixed price purchase order with a total estimated value of $150,000.00. The expected period of performance is 15 March 2025 to 31 May 2026. Supporting rationale. Exclusive Licensing Agreement/Restrictive Rights/Authorized Reseller - The source has one or more of the following: an established exclusive licensing agreement, proprietary data, limited rights in data, patent rights, OEM required certifications or OEM authorized reseller, copyrights or secret processes with regard to the supplies or services required. A key pathway to success for this project is taking an existing instrument that has been designed and built by Picarro and making minor changes to fly on the Boeing 737. Picarro has exclusive rights to the software and hardware design and using another vendor will require a complete redesign of instrumentation which would be a significant cost increase. The proposed contract action is for equipment for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.501. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This synopsis is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contracting Officer. A determination by the Government not to compete this proposed contract based upon responses to this synopsis is solely within the discretion of the Government.
