This purchase of a second CDP-2 is intended as a backup for the existing CDP-2 in case of failure in the field – either of the CDP-2 or the vehicle itself. It is essential that the same CDP-2 is purchased so that the CDP-2 fits within the mounting bracket on the payload, the electronics fit within the payload, and the electronics and communication systems are identical with the existing system. The proposed contract action is for equipment for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.501. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This synopsis is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contracting Officer. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 17. Place of Contract Performance: Seattle, WA 18.
