This is a notice of intent to sole source with The Aerospace Corporation, a Federally Funded Research and Development Center (FFRDC). NOAA requires a contract to support the Office of Space Commerce's (OSC) responsibilities to ensure continued provision of, and improvement on, Space Situational Awareness (SSA)/Space Traffic Coordination (STC) data and services, as directed by Space Policy Directive-3. The OSC has a continued need for highly specialized scientific, technical, engineering, research and development, and integration expertise in support of its program offices. These services will allow OSC to respond to the challenges of the changing needs of space operators and meet the expectations of Congress and the National Space Council to promote the use of space in a safe and sustainable manner. Additionally, they will assist OSC in issuing, enforcing, maintaining licenses and complying with established laws and regulations. The anticipated period of performance with be a five-year ordering period. Specific requirements include: Provide a Program Management (PM) function at the IDIQ level to manage scope, schedule, and budget across the task orders. Provide on-site and off-site technical assistance, program support and technical facilitation of U.S. and foreign on-orbit remote sensing capabilities, evaluation of U.S. Commercial Remote Sensing (CRS) license applications, identifying technology that will influence US CRS regulatory oversight, knowledge of domestic and foreign applicable laws, foreign policies, and foreign regulatory regimes. Support OSC efforts in program formulation, acquisition-related processes, and independent cost analysis and modeling. Program formulation support includes all formal and informal technical reviews (I.e., addressing system development activities, e.g., mission concept, system level reviews etc. Support OSC activities engaged in the development and execution of space traffic coordination. Contracting with The Aerospace Corporation, an FFRDC, is necessary to ensure impartial and objective advice, free from conflict of interest. This notice is published for informational purposes only and is not a request for competitive quotations. However, any firm who believes they can meet this requirement may submit a response in writing. Responses must include a written narrative statement of capability, including detailed technical information demonstrating the company's ability to meet the above requirements. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Written responses must be received no later than fifteen (15) calendar days after publication of this synopsis to the person listed as the Government point of contact in this announcement. All questions must be submitted in writing to the attention of the Government Contract Specialist. If no responses are received, the Government will proceed with the sole source negotiation. NOTHING HEREIN SHOULD BE MISCONSTRUED AS A REQUEST FOR COMPETITIVE PROPOSALS, QUOTES OR BIDS. NO SOLICITATION DOCUMENTATION IS AVAILABLE OR WILL BE ISSUED.
