PLEASE SEE ATTACHED COPY OF COMPLETE SOLICITATION, SF1449 RFP The First Responder Network Authority (FirstNet Authority) is a Government bureau charged with the with the responsibility to ensure the building, deployment, and operation of a Nationwide Public Safety Broadband Network (NPSBN) designed to meet the information and communications technology needs of first responders and public safety users. The FirstNet Authority is an independent authority within the National Telecommunications and Information Administration (NTIA), under the Department of Commerce (DOC). The FirstNet Authority has a requirement to leverage existing wireless device-based crowd sourced solutions and data to analyze and report network usage, performance, and coverage in order to understand service status, performance, and assess the end-to-end quality of experience of public safety users. The Contractor shall provide all data, tools, software, support, and materials needed to generate top-quality performance analytics, visualization, and reporting to support the FirstNet Authority’s on-going mission. All tools, personnel and resources required to accomplish this task must be included in the offeror’s proposed solution. The period of performance will consist of one (1) base period of 12-months, and four (4) 12-month option periods. The place of performance will be at the contractor's site, and may include The FirstNet Authority's offices located in Reston, VA and Boulder, CO. A comprehensive list of actual requirements are included in the Statement of Work within the attached SF 1449 RFP. Note 6 additional attachments. (i) The FirstNet Authority will conduct this acquisition using Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number for this procurement is 1333P220Q00000003, and is hereby issued as a Request for Proposal (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04, effective January 15, 2020.
