This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The National Institute of Standards & Technology (NIST) intends to issue a Request for Proposal (RFP) for the Compressed Gas Delivery Services at the locations listed above. This acquisition is for a Blanket Purchase Agreement (BPA), solicited, evaluated, awarded, and administered using the Commercial Item procedures of FAR Part 12 and FAR Part 13. The contractor under the resulting contract will be responsible for the efficient, effective, economical, and satisfactory delivery of the required supplies as well as the incidental scheduled and unscheduled maintenance, and minor repairs of equipment as detailed in the scope of work. The Government anticipates awarding a single Firm-Fixed Price BPA with contract line items for delivery of the required supplies and additional incidental services. Additional supplies and services may be ordered at the discretion of the Government that are covered within the scope of work. This procurement will be solicited as Full & Open (FAR 6.1) with a NAICS code of 325120. The NAICS code for this project is 325120, “Industrial Gas Manufacturing,” and the small business size standard is 1,200 employees. This procurement is being solicited and awarded on a competitive basis for commercial supplies and incidental services pursuant to Part 12 and FAR Part 13 of the Federal Acquisition Regulation. Award of the BPA will be made to the proposal offering the Best Value to the Government and based upon the evaluation factors and evaluation scheme to be detailed in the Request for Proposals. Past Performance will be among the evaluation factors for award. The anticipated period of performance is a 1-year base period from July 1, 2024 through June 30, 2025 with three (3) 1-year option periods. A FAR 52.217-8 extension Option may also be included. The solicitation (in the form of a Request for Proposals or “RFP”) is anticipated to be posted Tuesday, April 16, 2024. A Site Visit is not anticipated at this time. A Pre-Quotation Conference is scheduled for Wednesday, April 24, 2024 at 1:00 pm EST. Attendees are required to register to attend. No more than three individuals may register per attendee.
