Change in Evaluation Criteria for Quotations Received - See Attachment A - Instructions, Evaluation Criteria and Basis of Award and associated attachements. NO OTHER CHANGES ________________________________________________________________________________________________________ AMENDMENT 3: The purpose of this Amendment is to provide a Question and Answer as follows: Q1. It is unclear the way the RFQ is written whether in section 1.6 the Amplifiers should be included in the pricing for the amplifier wiring. A1. The amplifiers should not be included. Only wiring and mounting brackets should be included. NO OTHER CHANGES ________________________________________________________________________________________________________ AMENDMENT 2: The purpos of this Amendment is to extend the quotation due date to August 31, 2023. NO OTHER CHANGES ________________________________________________________________________________________________________ AMENDMENT 1: The purpose of this Amendment is to provide Questions and Answers attached herein. NOTE correction in SOW/Requirements document: Testing and Acceptance Point 3 lists two days of training for at least 2 NIST personnel at NIST Boulder Labs; however this unit is being shipped to Brookhaven National Labs. We are looking to confirm whether this is an error or if we need to send two technicians to your facilities in Boulder, Colorado. This is an error, the training will occur at the location the cryostat is shipped to. NO OTHER CHANGES ________________________________________________________________________________________________________ (i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04. (iv) This acquisition is solicited as UNRESTRICTED and the associated NAICS code is 334516 wtih a small business size standard of 1,000 employees. (v) A list of line item number(s) and items, quantities, and units of measure (including option(s), if applicable) can be found in the attached documentation herein. (vi) Description of requirements for the items to be acquired is provided in the attached documentation herein. (vii) Date(s) and place(s) of delivery and acceptance and FOB point are provided in the attached documentation herein. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. See Attachment A - Instructions, Evaluation Criteria and Basis for Award. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition and and can be found in the SF1449 RFQ attachment regarding information to the additional FAR clauses cited in the clause applicable to the acquisition. (xiii) See the RFQ attachments for any additional contract requirement(s) or terms and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices. Provide payment terms and note that payment of more than 15% at time of award is NOT allowable for commercial items per the FAR. (xiv) Defense Priorities and Allocations System (DPAS) does NOT apply.
