INDUSTRY QUESTION: My assumption (based on the requirements listed in this RFP) is that the requestor is looking for standalone detectors that will be installed in an existing cryostat or dilution fridge. NIST RESPONSE: That is correct. INDUSTRY QUESTION: Does the requestor have a preference for the detector’s preamplification circuit to be located inside the cryostat on the 40K stage, and if so, will they be able to confirm sufficient space for the mounting of a circuit board roughly 4” in height? NIST RESPONSE: The preamp and amplification circuit is supplied by NIST and is outside the fridge. NIST does not have the space for a cryoboard. The solicitation is issued using simplified acquisition procedures under the authority of FAR Part 13. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION DOCUMENT (i.e. STANDARD FORM) WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07 dated 08-10-2022. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The small business size standard is 1,000 employees. This acquisition is 100% set aside for small businesses. DESCRIPTION OF REQUIREMENTS Background The NIST Computing and Communications Theory group applies expertise in mathematical subdisciplines such as combinatorics, graph theory, network science, operations research, optimization, discrete nonlinear dynamics, computational geometry, quantum mechanics, and information theory. Researchers apply their knowledge and skills in areas such as the fundamental models of physics, chemistry, biology, and information systems, complex systems analysis, pattern recognition, and quantum computing and communications. In collaboration with NIST and outside scientists, the group develops, analyzes, and applies related mathematical methods and tools for critical problems of measurement science at NIST, and develops mathematical foundations for the measurement science of information systems. As part of this mission, the group is planning to develop new schemes and protocols for quantum networking and is planning to perform experiments to test these protocols in the newly developed NIST campus network (called PQNI) and a regional quantum network (called DC-QNet). The goal of the group’s research is to develop a measurement and testbed infrastructure to test and validate the performance of optical quantum components on the NIST Gaithersburg campus and over a regional DC area quantum network. As part of the DC-QNet and NIST Quantum network infrastructure, a DC-QNet node facility is being implemented on the NIST campus. This node facility will house various tools and systems for multi-user quantum network experiments. The group is configuring a ‘detector bank’ covering a range of wavelengths for single photon detection at cryogenic temperatures. Objectives The scope of this procurement is the provision of two (2) Superconducting Nanowire Single Photon Detectors (SNSPD), meeting or exceeding the minimum specifications in the Statement of Requirements, plus warranty. DELIVERY/PERIOD OF PERFORMANCE Delivery shall be FOB Destination and not later than 6 weeks after receipt of order. See Statement of Requirements for additional, specific delivery instructions. PAYMENT TERMS The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule: 100% after receipt and acceptance by the TPOC of fully delivered system. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. For the purpose of evaluation of Technical Capability: Documentation and product literature, which clearly demonstrates that the items being quoted conform to the requirements identified herein. Documentation shall discuss specifications and warranty of the quoted products, demonstrating a line by line compliance with the specifications detailed in the Statement of Requirements. 2. For the purpose of evaluation of Price: A firm-fixed price quotation in accordance with the required line item structure noted below. Any shipping/delivery fees must be included in the quotation. 3. Contractor Unique Entity Identifier (UEI) UEI shall be used to verify the quoter’s active System for Award Management (SAM) registration. Quoters must have an active registration at www.SAM.Gov to be considered for award. 4. CONTRACT LINE ITEM STRUCTURE: Responsible Quoters shall provide pricing for the following line item: LINE ITEM 0001: Delivery of two (2) Superconducting Nanowire Single Photon Detectors (SNSPD), meeting or exceeding the minimum specifications in the Statement of Requirements, inclusive of any Delivery Fees EVALUATION CRITERIA AND BASIS FOR AWARD In accordance with FAR 52.212-2: Evaluation – Commercial Items as included in the attached Applicable Provisions and Clauses document, the Government intends to award a purchase order resulting from this solicitation to the responsible quoter whose quotation, conforming to the solicitation, is the Lowest Price, Technically Acceptable quote. Technically acceptable means that the quotation meets the following requirements: 1. A quotation will only be considered technically acceptable if it clearly demonstrates compliance with the attached Statement of Requirements, provides a firm fixed price for the CLIN as a whole and includes a warranty in accordance with the Statement of Requirements. Quoters must provide technical documentation which clearly supports that the item quoted is in fact in compliance with the Statement of Requirements. 2.
