The Government intends to re-visit its required specifications and may re-solicit at a later date.** The National Institute of Standards and Technology (NIST) has a requirement for a of Pickit3D Bin Picking System to be utilized by the Intelligent Systems Division (ISD) at NIST, Gaithersburg, MD campus. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR PART 13. This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-06 dated 05/26/2022. 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to adam.powell@nist.gov. Questions must be received no later than Wednesday June 8, 2022 4:00 p.m. EST. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision) The associated North American Industrial Classification System (NAICS) code for this procurement is 333249 Other Industrial Machinery Manufacturing, with a small business size standard of 500 employees. This solicitation is 100% set aside for small businesses under the size standard of 500 employees. This is a brand name only requirement. The Pickit3D bin picking system is the only system that a) is compatible with NIST owned Zivid One+ Medium 3D scanner, and b) compatible with multiple structured light 3D scanners. Some of the other features that are required for ISD's research efforts are: Automatic path planning and guidance Auto calibration of robot arm with the vision system Compatibility with several robot arm makes and models All the above features enable lower setup times, change-over times, and cycle times that also enable higher success rates for picking parts from a bin. These are crucial to improve the efficiency of the manufacturing operation. The Pickit3D Bin Picking System is the only system that will allow NIST to develop performance metrics and evaluation procedures for automation solutions while being compatible with the existing NIST-owned Zivid One+ Medium 3D Scanner, and that offers the advanced capabilities described above.
