The National Institute of Standards and Technology (NIST) intends to negotiate two (2) contracts, on a sole source basis, under authority of FAR Part 13.106-1(b) with Ruefenacht, Mark; 224 Babbling Brook Way, Pittsburg, CA, 94565-1788; AND Torres Ferrer, Jose; 25 Naranjito, Canguas, PR, 00727-4941 for the acquisition of tandem training services for training of the NIST metrology program to state weights and measures metrologists. This service will used by the NIST Physical Measurement Laboratory (PML), in Gaithersburg, MD. ***** Sole source determination is based on the need to acquire Services for Tandem Training of the NIST metrology program to State Weights and Measures Metrologists. NIST metrology training using NIST materials as a part of the Office of Weights and Measures (OWM), Laboratory Metrology Program. The contractor will ensure alignment of learning objectives are meet with the criteria of NIST Handbook 143 and ISO/IEC 17025:2017. The contractor will assist with the expansion and conversion of the current Fundamentals of Metrology (FoM), in-person, five (5) days course to an online version. The contractor will co-teach a ‘dry-run’ version/event with one or two other instructors, who will be either a NIST staff or/and another contractor. The contractor will also provide instruction on training techniques to be used on adult learners to NIST staff. Due to the unique and specialized experience in the area of laboratory metrology these services are only available from Ruefenacht, Mark and Torres Ferrer, Jose. Each vendor has specialized experience to include the completion of NIST Office of Weights and Measures seminars: Basic, Intermediate, and Advanced and possess a minimum of 15 years of experience in the in the area of laboratory metrology. Performance shall occur at the NIST Gaithersburg, MD campus within one (1) year after receipt of order. ***** The North American Industry Classification System (NAICS) code for this acquisition is 541690 - Other Scientific and Technical Consulting Services, with a small business size standard of $16.5 million in revenue annually. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for quotations. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
