All other terms and conditions remain unchanged. **************************************************************************************************************************************************** This is a Combined Synopsis / Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 – Streamlined Procedures for Evaluation and Solicitation of Commercial Items – as supplemented with additional information included in this notice. The solicitation is issued using simplified acquisition procedures under the authority of FAR Part 13. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION DOCUMENT (i.e. STANDARD FORM) WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06 dated 07-12-2021. The associated North American Industrial Classification System (NAICS) code for this procurement is 333517, Machine Tool Manufacturing. The small business size standard is 500 employees. This acquisition is 100% set-aside for small business. DESCRIPTION OF REQUIREMENTS Background The NIST Measurement Science for Manufacturing Robotics (MSMR) program contains a project focused on Performance of Human-Robot Interaction (PHRI). The PHRI project addresses the measurement science challenges hindering the advancement of technologies enabling the effective teaming of people and robots in manufacturing environments. A key aspect component of the PHRI project focuses on safe collaboration of humans and robots to manipulate rigid and non-rigid components as a team. The development of measurement science at NIST to advance human-robot collaborative performance for manufacturing applications requires the use of custom artifacts to track and support task performance. These artifacts will be made of machined metal, plastic, and wood. To support the manufacture of these artifacts, a computer-numerical-control (CNC) mill is required to machine artifact components. This effort supports collaborations with academic research partners, including the technology transfer of artifact designs and construction methods. Objectives The scope of this procurement is the provision of a CNC mill and interface with a warranty. Required Specifications Please see the attached Statement of Requirements for details. DELIVERY Delivery is required F.O.B Destination at a mutually agreed time within 4-8 weeks after contractor receipt of order. PAYMENT TERMS The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule: 100% after receipt and acceptance by the TPOC of the fully delivered system. QUESTION AND ANSWER PERIOD CAR 1352.215-73 INQUIRIES (APR 2010): Quoters must submit all questions concerning this solicitation in writing electronically to Ms. January Magyar, Contract Specialist, at january.magyar@nist.gov. Questions must be received by or before September 1, 2021 at 5:00 PM ET. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision). REQUIRED SUBMISSIONS For the purpose of evaluation of Technical Capability: Documentation and product literature, which clearly demonstrates that the item being quoted conform to the requirements identified herein. Documentation shall discuss specifications and warranty of the quoted products. Documentation shall also address potential upgrade capabilities. For the purpose of evaluation of Price: A firm-fixed price quotation in accordance with the required line item structure noted below. Any shipping/delivery fees must be included in the quotation. Contractor DUNS DUNS shall be used to verify the quoter’s active System for Award Management (SAM) registration. Quoters must have an active registration at www.SAM.Gov to be considered for award. CONTRACT LINE ITEM STRUCTURE: Responsible quoters shall provide pricing for the following line item: Contract Line Item 0001: Delivery of (1) CNC mill and interface in accordance with the Statement of Requirements, inclusive of any Delivery Fees EVALUATION CRITERIA AND BASIS FOR AWARD In accordance with FAR 52.212-2: Evaluation – Commercial Items as included in the attached Applicable Provisions and Clauses document; responses received to this RFQ will be evaluated on a Trade-Off Basis. The award will be made on a competitive best value basis, using “tradeoff” among price-cost and non-price-cost factors. The Government may elect to award to other than the lowest priced quoter, or other than the quoter with the highest rated non-price-cost quotation. In either case, a tradeoff will be conducted. The government reserves such right of flexibility in conducting the evaluation as necessary to assure an award with the contractor providing the best value to the government. Although technical and schedule factors are of paramount consideration in the award, cost or price is also important to the overall award decision. All evaluation factors other than cost or price, when combined, are more important than cost or price. However, cost or price may become a critical factor in source selection in the event two or more quoters are determined to be essentially equal following the evaluation of all factors other than cost or price. Each quotation will be evaluated in strict conformity with the evaluation factors, utilizing written critiques. The evaluation will be based upon the demonstrated capabilities of the prospective contractor in relation to the needs of requirements as set forth in the RFQ and will use an adjectival evaluation rating scheme based on the following responses: Excellent (Risk level: Very low); Good (Risk level: Low); Acceptable (Risk Level: Neutral); Marginal (Risk level: High); Unacceptable (Risk level: Very high). (1) Technical Capability: Quoters shall clearly describe their capability to achieve the essential salient characteristic features of this requirement. Quotations will be evaluated for the degree to which they meet, do not meet, or exceed requirements. Quoters providing a CNC mill that has the capability to potentially be upgraded in the future for an onboard cooling system and automatic tool changer may be evaluated more favorably than those only containing the essential features described in the RFQ for the CNC mill requirement. (2) Schedule: Quotations will be evaluated for the degree to which they address the schedule requirements. As compared to the stated requirements, faster delivery will be evaluated most favorably, on-time delivery will be evaluated favorably, and slower than required delivery will be evaluated less favorably. Price. The Government will evaluate quotes for award purposes by making a price reasonableness determination. For a price to be reasonable, it must represent a price to the government that a prudent person would pay when consideration is given to prices in the market.
