This is a pre-solicitation notice for the National Institute of Standards and Technology (NIST), Gaithersburg, Maryland campus. THIS IS FOR INFORMATION ONLY: This Notice is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming; No other information will be provided, and no responses are required. This notice shall not be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Additionally, only the official anticipated solicitation notice shall govern the acquisition. This solicitation will be advertised as a total Small Business Set-Aside under NAICS 541330-Engineering Services. The small business size standard is $16.5 million. Anticipated Contract Information: This pre-solicitation notice is for a single award contract for a “Prototype of Water Heater with Legionella Control.” The Government further reserves the right to make no award. The anticipated contract type is firm-fixed-price. The Government intends to issue a solicitation under authority of FAR Part 13, Other Than Commercial Items. The Government intends to use a lowest priced, technically acceptable evaluation process to determine the Offeror whose Quotation represents the best value to the Government. The Contracting Officer intends to award without requesting revised Quotations, but reserves the right to request revised Quotations, if necessary. The anticipated delivery of the prototype shall be 6 months from the date of award. Related Previous Notices: Not Applicable Anticipated Project Information: The National Institute of Standards and Technology (NIST) is seeking a contractor to design, build, and instrument a prototype of the water heating system that is described in the attached conference presentation from 2019 by David Yashar titled: “A Novel Water Heating System for Pathogen Control”. The specific work shall be in accordance with the Statement of Work and the Contractor shall provide all labor, materials, travel, and effort to meet the minimum requirements and deliver a prototype that meets the following parameters: The prototype will be an experimental apparatus that NIST intends to use for future research, therefore it must be compatible with NIST’s facilities. The prototype must fit completely within a space of 36” diameter and 84” in height and operate on 240V 60 Hz electricity in order to ensure compatibility. The contractor shall build the prototype using a 45-55-gallon electric water heater used as the base unit. Specific tasks shall include: Developing a conceptual design and drawings of the prototype for approval by NIST Procuring all components and assembling the complete system Performing tests to verify the system performance to achieve or exceed the performance target parameters (temperatures and flow rates) and to quantify the energy consumption in accordance with Department of Energy’s consumer water heat test procedure Prepare and providing installation, operation, and maintenance instructions, and a list of all major system components Delivery to NIST Logistical/Administrative Information: All offerors are advised that this project may be delayed, cancelled or revised at any time during the solicitation, selection, evaluation, negotiation and/or final award process. The solicitation and all amendments for this anticipated Request for Quotation will be posted on www.beta.sam.gov. It is the responsibility of the contractor to check www.beta.sam.gov frequently for any amendments or changes to the solicitation. The Government is not responsible for any loss of internet connectivity or for an offerors inability to access the documents posted at the referenced website. No CDs or hard copies will be made available. The Government will not reimburse respondents for any cost associated with the submission of a price/technical quotation or if an award cannot be made. The solicitation is anticipated for release at the earliest is 15 days after the publication of this notice, but on or about December 7, 2020. The anticipated solicitation notice will reference this Pre-Solicitation Notice in the body. Interested parties must respond to the official solicitation in order to be considered for award of any resultant contract. However, no responses are requested in response to this Pre-Solicitation Notice. No phone calls will be accepted for this notice, and an offerors list will not be maintained. All interested vendors must be registered in SAM (www.beta.sam.gov) for contract award and shall have their Representations and Certifications completed.
