This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in far subpart 12.6, streamlined procedures for evaluation and solicitation for commercial items, as supplemented with additional information included in this notice. this announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation document will not be issued. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR PART 13. The Request for Quotations (RFQ) number is 1333ND20QNB770654. This synopsis/solicitation constitutes a RFQ and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2020-07 effective August 31, 2020. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 Analytical Laboratory Instrument Manufacturing, which has a size standard of 1,000 Employees. 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to the contract specialist by 5:00 PM (ET) on September 5, 2020. All responses to the questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (end of provision) The Government does not intend to respond to questions or inquiries submitted after the cutoff date identified above. The Government will collect all questions and inquiries, incorporate responses and distribute to all Offerors through an amendment to this solicitation via beta.sam.gov. If further questions arise following the outcome of answers provided to initial questions, the CO has sole discretion to determine if a new question closing date will be allowed. If a new question closing date is approved notification will be sent to all offerors via amendment to the beta.sam.gov notice. Background/Scope: The NIST Computing and Communications Theory group applies expertise in mathematical subdisciplines such as combinatorics, graph theory, network science, operations research, optimization, discrete nonlinear dynamics, computational geometry, quantum mechanics, and information theory. Researchers apply their knowledge and skills in areas such as the fundamental models of physics, chemistry, biology, and information systems, complex systems analysis, pattern recognition, and quantum computing and communications. In collaboration with NIST and outside scientists, the group develops, analyzes, and applies related mathematical methods and tools for critical problems of measurement science at NIST, and develops mathematical foundations for the measurement science of information systems. Purpose: The goal of our research is to develop a measurement test suite for quantum network component and protocol testing, verification and characterization. Such a test suite will be implemented on the NIST campus along with a fiber network dedicated to quantum optical signal transfer between various quantum network nodes. To be able to perform most state-of-the art measurements of most state-of-the art single photon devices, such as detectors and sources, we require many opto-mechanical parts such as mounts, holders, optical shutters, optical fibers, etc. These parts are part of a manufactured IE request for a single photon component characterization test suite. Brand Name Justification IAW FAR 13.106-1(b) Solicit from a Single Source: The National Institute of Standards and Technology requires many opto-mechanical components for a single-photon component characterization and measurement test suite. We require Thorlabs parts that are compatible with our existing software and sample holder designs. The negative impact if these components are not purchased is that our project will not be able to test and characterize NIST's world-best single-photon detectors and single-photon sources. NIST has various pieces of software written in the past that communicate with some of the required components (instruments, lasers, shutter, etc). These pieces of software (or modules) support a larger software package NIST wrote to test single photon detectors. The sample holder is a photodiode optical trap detector developed by NIST and it fits to some of the requested components, such as mounts and optical fibers. These components will be integrated with the existing designs. All offerors shall provide a firm fixed price (FFP) quotation.
